Job Description
The Department of Industrial Accident (DIA) oversees the Massachusetts workers' compensation system. We work to ensure that those involved have the resources needed to participate by assisting injured workers, employers, insurers, attorneys, and health care providers in following the Massachusetts workers' compensation laws and regulations. The Office of Investigations is charged with ensuring all employers are in compliance with Massachusetts General Laws which require workers' compensation insurance be provided for all employees and the investigation of claims submitted to the Workers' Compensation Trust Fund.
The Program Coordinator III is the direct supervisor of the Investigators assigned to the Office of Investigation and reports to the Director of Investigations. The Program Coordinator III is responsible for the daily operation and supervision of the investigators and ensuring their work is completed in a timely, professional and accurate manner by reviewing case files. They are also tasked with evaluating all Investigators in accordance with current policies and producing analytical reviews of work performed by the unit. Preparing operational reports, policy & procedure recommendations, training suggestions, testifying in legal proceedings and other duties as required.

The Program Coordinator serves as liaison for the Council on the Underground Economy Task Force and oversees the Office of Investigations involvement with the Task Force by monitoring the activities of the employee assigned. This includes review of case files and all written documentation to ensure accuracy and thoroughness. Completes all reports required by the Task Force, informing the Director as needed.
Under direct supervision of the Director of the Office of Investigations, the Program Coordinator performs the following duties:
- Plans and executes unit operations and prepares "after action" reports
- Monitors all investigations for thoroughness and ensures professionalism
- Prepares analytical, statistical reports on work performed by investigators
- Responds to inquiries from the public, municipal, county & state agencies
- Assists in the creation and implementation of polices & procedures for investigators
- Reviews written reports to ensure they are accurate, thorough, complete and grammatically correct.
- Develops relationships with other enforcement agencies and organizes joint enforcement efforts.
- Completes investigators evaluations
- Conducts and monitors the training of new employees & apprentices
- Approves employee time sheets which includes scheduling
- Attends Stop Work Order Appeal and related Hearings
- Assigns investigations as needed
- Conducts self-initiated checks of employers for workers' compensation policies
- Monitors Trust Fund Claims to ensure proper and complete investigations are conducted
- Maintains open communications with legal staff about trust fund claims.
- Attends various professional & civic meetings as assigned, representing the DIA.
- Responsible for investigator mileage reviews, reporting and approval.
- Demonstrates professionalism in their daily work and communications, both written and oral.
- Periodically rides with investigators for evaluation purposes.
- Encourages professional growth and development of Investigators through training opportunities, verbal counseling/guidance, encouraging professional development and setting standards.
- Issues Stop Work Orders to an employer found in violation of workers' compensation laws and documents all related facts.
- Interacts with the Council on the Underground Economy Task Force as needed and represents the DIA during joint operations.
- Maintains certification of CJIS
Preferred Qualifications:
- Minimum 2 years of investigative experience
- At least 2 years of direct supervision experience
- Two (2) years of report writing experience
- Proficiency in multiple languages (bi-lingual)
SALARY PLACEMENT IS DETERMINED BY YEARS OF EXPERIENCE AND EDUCATION DIRECTLY RELATED TO THE POSITION AND THE HUMAN RESOURCES DIVISION'S RECRUITING GUIDELINES. IN THE CASE OF A PROMOTIONAL OPPORTUNITY, THE SALARY PROVISIONS OF THE APPLICABLE COLLECTIVE BARGAINING AGREEMENT WILL BE UTILIZED FOR PLACEMENT WITHIN THE SALARY RANGE.
Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. A bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.
II. A graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.
III. A bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.
Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: No substitutions will be permitted for the required (B) experience.
