Position Summary
The applicant selected for this position will perform the duties of Construction Special Project Lead in the Boston Construction Office. This position reports directly to the Director of Construction Contracts and Prequalification. The Construction Special Project Lead position's primary role and responsibility is to serve as primary contact and coordinator on critical projects, developing and implementing goals of the Construction Program, with regards to various duties in the Construction Office, including but not limited to, contract administration, financial transactions, prequalification tasks, contract compliance, data analysis, and vendor management.

- Serve as primary reviewer and contact for Construction Contractors regarding MassDOT's Truck Safety Devices initiative, ensuring compliance in line with M.G.L. c. 90 § 7 and 540 CMR 4.00.
- Assist in familiarizing contractors with the Truck Safety Devices system within Service Now, closely coordinating with the Truck Safety Waiver Committee.
- Develop and generate regular and ad-hoc reports for the Construction Section, focusing on Department metrics and Contractor data.
- Facilitate IT functions associated with support, staff training, data stewardship, and the implementation of best practices in new applications.
- Confer with management to provide information to internal and external stakeholders concerning implementation of the Prequalification Program and the execution of construction contracts.
- Prepare and process various contract amendments, agreements, awards and associated payments and financial transactions.
- Work closely with Area Engineers and Construction Section Leadership to resolve issues associated with contract documents and fiscal transactions during the fiscal year-end rush, and as required, by ensuring appropriate signatory approvals and funding, and recommending and processing transactions.
- Analyze and resolve system errors with relevant IT support and District staff, furnishing recommendations to Construction Section Leadership.
- Provide support and expertise to the Construction Section staff regarding financial transactions.
- Act as intermediary point of contact across Divisions with regards to global initiatives and multidisciplinary initiatives within the organization.
- Respond to inquiries from agency staff, contractors, and other interested parties concerning information related to all matters within the Construction Section.
- Research and source information requested via FOIA (Freedom of Information Act) or through any other means, as recommended by the Office of the General Counsel.
- Track and monitor activities and current workload across various systems and provide relevant data to Highway Division Leadership as required.
- Advise District Offices and Construction Section staff on best practices as dictated by M.G.L. and Department Regulations.
- Serve as ad-hoc staff across all groups within the Construction Section to augment productivity as dictated by workload and bandwidth.
- Assist IT in testing new applications and developing processes in line with Construction Section Standard Operating Procedures.
- Train Construction Section staff in any new applications and IT solutions.

Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.
II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.
III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.
Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: No substitutions will be permitted for the required (B) experience.
