The Value Stream Manager (VSM) is the primary interface for the Consolidated Manufacturing Center (CMC) to the program administration team. In addition, The VSM will lead and deploy resources to execute the daily production requirements. This includes all aspects of cost, quality, schedule, safety, and security of the manufacturing of these products and will act as the site lead for manufacturing. The position will support bid/proposal through development/EDM, transition to deliver, production, and depot/sustainment. On the execution side, the position is responsible for the daily requirements of the manufacturing floor, continuous improvements utilizing Core (Customer Oriented Results and Excellence) principles and driving the daily requirements to deliver to the plan. The VSM will communicate with the functions and program on results and escalate critical needs through the Tier communication process. The VSM is responsible for the administrative duties of managing and leading people, these include timecards, discipline, planning, scheduling, and hiring. The VSM will support strategic decisions for the direction of the program related to manufacturing plans and program, including representing the factory in make buy/where decisions and technical/producibility trades and Cost Reduction Initiatives. It is imperative the VSM has a comprehensive understanding of all aspects of the production organization concerned with the assembly and processing operations, including a thorough understanding of manufacturing related policies/procedures and quality and customer requirements.
What You Will Do
- Execute the daily plan for manufacturing priorities, assigning work and communicating results both up and down the leadership chain, escalating critical manufacturing support issues for resolution.
- Monitor and control budget utilizing Touch Unit Hours and Overhead Costs; Estimate at Complete (EAC) development, analysis and presentation, and understanding and use of Earned Value Management (EVM)
- Support Integrated Product Development System (IPDS) gate activities and administration, including bid and proposal activities and risk and opportunity ownership
- Recommend changes in product design, tooling and manufacturing methods to improve programs
- Communicate and strengthen relationships and work with personnel at all organizational levels, functional stakeholders, and internal and external customers; leader of production planning, problem resolution, and process improvement, including cost reduction initiatives (CRIs).
- Use data and information to convey a concise message to team members and stakeholder
- Project and deadline overseeing, and utilization of business system resources to facilitate results through a cross- functional team.
Qualifications You Must Have
- Typically require a university degree or equivalent experience and minimum of 10 years of prior relevant experience supporting in an operations management position of leadership or equivalent or an Advanced degree and minimum of 7 years of prior relevant experience.
- The ability to obtain and maintain a U.S. government issued security clearance is required prior to start date. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance.
Qualifications We Prefer
- Superior data analysis with critical thinking.
- A thorough working knowledge of Microsoft Office (i.e., Word, Excel, and PowerPoint); Ability to manipulate and process reports and work artifacts with large amount of data
- IPDS Experience and excellent financial acumen.
- Earned Value Certification
- Familiarity with scheduling and Manufacturing Resource Planning (MRP) systems (SAP PRISM) and Supply Chain Management.
- Demonstrated People Leadership Skills and problem solving.
- CORE Certification or ability to obtain this certification in the first 6 months
- Active and transferable Secret U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

The salary range for this role is 130,000 USD - 272,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
