About the Role

The Office of the Chief Health & Safety Officer (CHSO) plays a vital role in furthering the mission of the Port Authority by ensuring the workplace meets all occupational health and safety legal expectations and actively supports the highest quality occupational health and safety programs to ensure the safe movement of the Port Authority's customers, partners, employees, and stakeholders every day. Agency Safety Management, within the CHSO, maintains and develops safety, fire protection, occupational health, and public health programs and policies for the PANYNJ.

Responsibilities

Under the direction of Safety Risk Operations Manager, the selected candidate will be responsible for developing, administering, enforcing and evaluating Construction Safety Management Programs at John F. Kennedy international Airport (JFK) and across the agency facilities. The Construction Safety Supervisor will also oversee compliance with federal, state and local safety and health standards, codes and regulations.

  • The Safety Supervisor will perform facility safety assessments and direct and supervise professional safety staff proactively performing construction site inspection primarily at JFK and will also be expected to visit and oversee safety compliance at other Port Authority facilities as needed.
  • In addition, compiling, and monitoring safety statistics, evaluating safety equipment, and participating in site emergency exercises/drills.
  • They must be willing to learn and become proficient in the use of safety oftware/technology initiatives managed by Agency Safety Management and assist safety staff using these tools to develop injury mitigation and safety initiatives.
  • They will participate in internal and external meetings and working groups to represent the interests of Agency Safety Management; assist with the development of organizational metrics, performance reporting, guide and manage staff and their work performance, including hazard reporting techniques, and develop staff through on-the-job field training opportunities and administrative use of the safety software system.
  • The Supervisor will respond to or coordinate staff response to accident sites and establish the chain of events immediately preceding the event and formulate possible causes; act as the liaison and collaborate with our stakeholder partners on incidents and accidents involving Port Authority, tenant, and contract staff; and act as the liaison with OSHA and other governmental entities on incidents and accidents which take place involving the Port Authority, PATH, and our contractors.
  • The selected candidate will perform responsible technical duties essential to ensuring that contractors are conducting activities in compliance with federal, state and local safety and fire safety regulations therefore eliminating hazardous practices and conditions.

This position requires frequent travel to all JFK Port Authority leaseholder construction projects/facilities and other facilities within the Agency both during business and non-business hours

Minimum Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  • A Minimum of 7 years' experience in Construction Safety management of Major Capital Construction Projects including Heavy Civil Construction etc. A Bachelor's Degree highly preferred.
  • Practical Construction Safety experience with minimum 30-hour OSHA Construction Safety Certificate and demonstrated continuous learning and/or training courses.
  • Working knowledge of construction safety standards, OSHA regulations, and all state and local regulations
  • Applicants must possess a valid driver's license.

Desired Qualifications

Ideal candidates will present the following profile:

  • CHST and NYC DOB SST Supervisor Highly Preferred
  • Experience using and applying technology for statistical analysis, and graphical/visual presentations using Microsoft Excel and PowerPoint and Safety Software Reporting Programs.
  • Demonstrated experience with OSHA, and NY &NJ codes and regulations.
  • Demonstrated experience in developing and implementing safety programs.
  • Familiar with facility operations and ability to interact with staff at all levels.
  • Demonstrated ability to supervise staff.
  • Demonstrated leadership and experience in problem solving and conflict resolution skills.
  • Demonstrated ability in setting priorities, coordinating activities, delegating tasks and meeting deadlines.
  • Demonstrated knowledge of both US DOL OSHA Construction and General Industry Regulations, industry best practice Safety Programs and NYCDOB Regulations.
  • Familiarity with National Fire Codes, NFPA standards, NYC Fire Codes, Rules of the City of NY and FDNY operations and procedures.
  • Excellent verbal and written communication skills.
  • Ability to interpret regulations and prepare safety programs to ensure compliance with regulations.
  • Demonstrated experience in problem solving and project management.
  • Demonstrated ability to take initiative, multitask and work independently to complete tasks.
  • Demonstrated ability to critically analyze incident and accident reports and conduct investigations to determine causes.
  • Demonstrated computer skills with a proficiency in Microsoft Office Suite and Outlook 365.
  • The successful candidate will be subject to a comprehensive background check, must pass a fingerprint based criminal history records check in order to obtain an airport Security Identification Display (SIDA) credential. The candidate must be able to maintain SIDA credentials throughout your employment in this position.
