Job Description
Managing $20B in state and federal funds annually, the MassHealth Finance Unit is responsible for monitoring and reporting complex financial and qualitative data for the various programs offered to more than 2 million low-income and disabled members across the state. The Finance Assessment Manager will utilize strong analytical and communication skills to influence ongoing operational management, policy decision-making, and strategic planning. Working cross-functionally with finance and program staff, the Finance Assessment Manager will facilitate collaborative problem-solving and data analysis to produce high quality and timely insight into financial and operational needs. Contributing to the fiscal sustainability of the MassHealth program, this position supports the agency's mission to improve health outcomes by providing access to integrated services that promote sustainable and equitable health, well-being, independence, and quality of life.

Duties and Responsibilities (these duties are a general summary and not all inclusive):
- Manage and implement a number of processes related to Massachusetts healthcare assessments, including tracking of assessment collections, calculation and execution of assessment funded payments and project management of all timelines.
- Provide strategic analytical support and financial analysis/modeling for updates to current healthcare assessments or for the creation of new healthcare assessments.
- Manage a small team of associates ensuring that financial analysis is accurate and timelines are met. Manage relationships across internal teams (legal, analytics, program) and with external stakeholders (providers, health plans, provider associations, federal partners).
- Respond to ad hoc inquiries and requests for information from MassHealth leadership and external stakeholders including other MassHealth units, other state agencies, and public entities.
- Support other finance team activities as needed, including fiscal impacts of legislative changes, reporting on expenditure and enrollment trends, ad-hoc project management.

- Excellent analytical and problem-solving skills.
- Excellent MS Excel and PowerPoint skills and experience analyzing large datasets using Microsoft Excel and Access.
- Excellent organizational skills and attention to detail.
- Ability to solve complicated problems with minimal direction.
- Ability to lead projects through organizing work, establishing operating relationships, and coordinating the work of others.
- Ability to analyze and determine the applicability of financial and program data, to draw conclusions, and to make appropriate recommendations.
- Ability to anticipate difficulty, and take corrective action.
- Strong communication skills.
- Comfort with working under high pressure and tight time constraint.

Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results) or (B) any equivalent combination of the required experience and substitutions below
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.
IV. A Doctorate degree in a related field may be substituted for the four (4) years of the required experience.
Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range .
