Job Description
The Recovery from Addictions Program (RAP) operated by the Department of Mental Health (DMH) is seeking an experienced clinical professional to serve as the Clinical Director. The selected candidate will be responsible for managing the day-to-day functions of the clinical components of the RAP, which includes providing treatment to men and women admitted under MGL Chapter 123 Section 35. The Clinical Director provides guidance and supervision to clinical program staff which delivers substance use treatment services with a recovery orientation, ensuring all clinical programs/services are provided in accordance with policies/procedures that are in compliance with Federal Regulations, 42 CFR Part 2 and Part 8, Confidentiality of Alcohol Abuse Policy and HIPAA Regulations.

The Clinical Director must have familiarity with managing an in-patient program including de-escalation techniques, conflict resolution, ability to set and reinforce milieu rules and crisis de-briefing techniques. The incumbent is also responsible for ensuring that the program adheres to all policies and procedures and that all licensing and accreditation standards are met.
Please Note: The work schedule will be on first shift working from 8:30am to 5:00pm with Sunday and Saturday as the days off.
Duties and Responsibilities (these duties are a general summary and not all inclusive):
- Provides oversight to all clinical program staff which delivers substance use treatment services.
- Develops, oversees, manages and continuously evaluates the comprehensive interdisciplinary recovery group program; coordinates the development and oversight of the clinical program with Director of Nursing, Facility Medical Director, Program Director, and other management team members.
- Oversees the hiring of staff and ensures all clinical personnel receive appropriate orientation, onboarding, ongoing training and performance reviews.
- Ensures that daily treatment program models provide evidenced based treatment.
- Oversees the provision of direct care to clients provided by clinical staff including individual counseling, group facilitation, orientation for new clients and discharge and aftercare planning and case management of clients assigned.
- Confirms linkages are formed by connecting clients with aftercare services prior to discharge and aiding the clients and their family's access outpatient care.
- Guides clinical staff in partnering with aftercare staff to develop transition/discharge plans and identify the availability and need for resources; ensures clinical staff convey information and explain actions to clients with varying expectations, needs, cultures and languages.
- Maintains schedule for the clinical staff in compliance with all regulatory and licensing requirements.
- Provides skilled clinical services for dual recovery clients including individual, group, and family interventions.
- Oversees and implements Performance Improvement Teams, pursuant to Joint Commission standards and facilitates Critical Clinical Reviews and Root cause Analysis.
- Interacts with local and community service networks in a manner that enhances the public relations of the facility.
- Participates in case conferences, educational conferences, and mandatory trainings to enhance professional/personal growth.
Required Qualifications:
- Independent clinical licensure (LICSW, LMHC, LADC I, or Licensed Psychologist).
Preferred Qualifications:
- At least one (1) year of experience working with clients, specifically with substance use disorders; knowledge of substance use and treatment systems.
- Master's Degree or higher in Social Work, Psychology, or Mental Health/Alcohol and Drug Counseling.
- Proven experience in developing and overseeing a multidisciplinary group treatment program.
- Demonstrated patience and adaptability in the face of environment and situation fluctuations.
- Licensed Alcohol and Drug Counselor (LADC) or Certified Alcohol and Drug Counselor (CADC).
- Knowledge of the Joint Commission rules and regulations, Center for Medicaid Services, OPT/SHMHSA/CSAT and Board of Registry in Medicine Standards.
- Proven understanding of the assessment of mental health, substance abuse disorders and evidence-based practices; current therapies and/or self-help programs used to treat addiction.
- Skilled in determining the relationship between substance abuse and mental health issues and trauma.
- Diagnostic, assessment skills and case management ability.
- Capacity to promote and enhance one's knowledge about the symptoms of psychiatric illness and addiction.
- Ability to facilitate a group/lecture, excellent verbal and written communications skills with the ability to supervise.
- Proficiency with electronic case record systems and Microsoft Office applications including Outlook, Word, Excel, and PowerPoint.
- Given the population served, bilingual or multilingual fluency.
About the Recovery from Addictions Program (RAP):
The Department of Mental Health (DMH) in collaboration with the Department of Public Health (DPH) Bureau of Substance Addiction Services operates a statewide Recovery from Addiction Program (RAP) for individuals civilly committed by the courts for substance use treatment for up to 90 days ("Section 35 commitment").
The program model will provide acute detoxification and early clinical stabilization services as we help clients develop community-based linkages to outpatient supports and substance use disorder treatment providers. The individuals treated within this program will be linked upon discharge to a range of services within the DPH continuum of care for substance use conditions. RAP provides administrative, medical, clinical and non-clinical services. Its mission to provide quality client-centered care and recovery oriented treatment.

Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in a particular specialty (i.e. scientific, professional, or technical) and must possess current license and/or registration requirements established for the performance of the position, of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the (A) required experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the (A) required experience.
Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
