The Office of Financial Management seeks to hire an Accounts Payable Specialist who will work to process payments, track and monitor encumbrances and other ongoing administrative functions for the Department (i.e., payments, encumbrances, cash receipts, bank reconciliation, and incoming revenue) and support other administrative dues as assigned for the Department to include ensuring all open/close Comptroller deadlines are met. The Accounts Payable Specialist monitors payments and administrative functions of the Department to ensure timelines are met and maintains accurate accounting reports, electronic files, and correspondence for all invoices and/or payment vouchers.

Key Responsibilities:

Process transactions including, but not limited to, payments and cash receivables into the state's central accounting systems and ensure payment execution;

Reconcile contract obligations, payments, revenue, and account balances across various databases;

Create and maintain reports to identify current spending and outstanding obligations and submit federal reports to oversight agencies;

Provide technical assistance to both internal and external stakeholders to share knowledge regarding financial processes and procedures, promote self-sufficiency for Contract Managers overseeing vendors and ensure compliance with federal and state rules and agency standards;

Maintain up-to-date standards dictated by governing entities, both in processing transactions and record management;

Other duties as assigned.

Preferred Qualifications:

• Knowledge of the principles and practices of general accounting
• Ability to understand, interpret, explain and apply state fiscal laws, rules, regulations, policy and procedures
• Excellent computer skills including knowledge of Microsoft Office Suite (Outlook, Word, Excel, SharePoint, and Access)
• Excellent organizational skills
• Ability to research and resolve or recommend solutions on operational fiscal issues
• Ability to effectively communicate through oral and written expression
• Ability to analyze and determine the applicability of fiscal data to draw conclusions and make recommendations
• Ability to exercise discretion in handling confidential information
• Ability to adjust to varying or changing working situations to meet emergency or changing financial requirements
• Ability to deal tactfully with others and work both independently and in a team environment
• Ability to meet ongoing deadlines to meet payments

Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.


III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
