Job Description
The Massachusetts Department of Public Health (DPH) is seeking an enthusiastic, proactive, and dedicated professional to join the Accounts Payable Unit as a support staff within the Accounting Unit of the Department of Public Health's Central Services. The ideal candidate will be detail-oriented, can multi-task, be highly proficient in all Microsoft Office applications, and has experience working with the Teams and Zoom video conferencing platform.
Duties and Responsibilities (these duties are a general summary and are not all inclusive):
- Monitor, review and process payment documents for all DPH Bureaus with accuracy, completeness, content and reconciliation for compliance with governing laws, rules and regulations to ensure the inclusion of required information.
- Ensures payments are processed in a timely and efficient manner to maximize the Prompt payment discount opportunities.
- Authorizes and approves all payments in DPH Invoice Tracking System (ITS), MMARS and EIM via the approval role granted to them within the Virtual Gateway, EIM and MMARS.
- Monitor, review and process travel documents for all DPH 7 Bureau's and 4 DPH Hospitals with accuracy, completeness, content and reconciliation for compliance with governing laws, rules and regulations to ensure the inclusion of required information.
- Attends staff meetings and training sessions as required.
- Responds to inquiries as assigned by Supervisor
- Ability to gather information to resolve issues with account payable transactions
- Helping to retrieve documents when needed for Audit purposes.

Required Qualifications:
- Able to analyze and determine the applicability of data, to draw conclusions and make appropriate recommendations
- Capacity to understand, explain and apply the laws, rules, regulations, policies and procedures governing assigned unit activities
- Able to gather information by examining records and documents
- Ability to assemble items of information in accordance with established procedures
- Capacity to write concisely to express thoughts clearly and to develop ideas in logical sequence
- Capability to follow written and oral instructions
- Ability to read and interpret documents such as financial reports
- Skilled in assisting customers of diverse backgrounds.
- Able to work independently and demonstrate strong organizational skills.
Preferred Qualifications:
- Skilled in use of operating general office machines and equipment. Ex: Copiers, Scanners, Laptops, etc
- Understanding of best practices for relationship building and effective collaboration.
- High level of self-motivation and accountability, bringing enthusiasm and energy to team and tasks.
- Detail-oriented and highly organized, with strong ability to successfully multi-task
- Proficient usage of Microsoft Office products including Word, Excel, PowerPoint, Teams and Outlook; Teams video conferencing a plus.

Qualifications
First consideration will be given to those applicants that apply within the first 14 days.
MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full-time, or equivalent part-time, professional experience in accounting or auditing, of which at least (B) one year must have been in a supervisory, administrative or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. An Associate's degree with a major in accounting, business administration or business management may be substituted for a maximum of one year of the required (A) experience.
II. A Bachelor's degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience.
III. A Graduate degree with a major in accounting, business administration or business management may be substituted for the required experience.
Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
