The Vice President of Public Sector Systems Enablement is responsible for the strategy, design and development of software platforms, in partnership with architects, information security, legal and business leaders to implement capabilities that enable growth and compliance. The scope of this role at the onset will be to maintain compliance and partner to establish a technology roadmap that aligns with business outcomes. The position will in-time oversee a delivery team responsible for the design and development of software solutions to support an advanced Public Sector business organization. Responsibility also includes partnership across teams throughout the Software Development and IT (SDIT) organization such as infrastructure, data, analytics, software licensing, business planning and other dependent delivery and operations teams.

WHAT OUR VICE PRESIDENTS OF PUBLIC SECTOR SYSTEMS ENABLEMENT ENJOY MOST ABOUT THE ROLE

  • Actively and consistently supports all efforts to simplify and enhance the customer experience.
  • Shapes the technology roadmap, delivers advisory services and spearheads initiatives to accelerate growth of the business.
  • Responsible for the strategic planning and development of long-term capabilities and technologies, while at times implementing near-term solutions to achieve business value incrementally.
  • Designs, develops and executes solutions across large federal, state and local governments spanning Charter's systems and products that comply with regulatory, compliance and security policies and standards.
  • Champions the development and acquisition of new technologies, tools, platforms and patterns of doing business. Ensures implementations meet business needs and aligns with mandatory Federal Supply chain compliance requirements.
  • Achieves defined project goals within customer deadlines; proactively communicates status, mitigates risks and escalates issues as needed.
  • Responsible for the function's budgets and approves related capital and operational expenditures.
  • Acquires top talent, develops people and teams, communicates the company's vision, goals and objectives to the team; oversees succession planning.
  • Collaborate with Product, Engineering, and Operations leaders to implement a standardized software development lifecycle that aligns with business and security requirements.
  • Aid in re-engineering efforts related to decommissioning of legacy systems and tools with a focus on developing applications, APIs, tools and scripts to ensure ecosystem hygiene.

WHAT YOU'LL BRING TO SPECTRUM

Required Qualifications

  • Education: Advanced degree in Information Systems, Engineering, Computer Science; or equivalent experience
  • Experience:
    • Accomplished technology leader who thrives in a collaborative environment who can mentor and guide technologists to drive technical strategy and execution
    • Technology work experience - 15+
    • Domain expertise within Cable/Telecom/Wireless - 7+
    • Domain expertise within Public Sector - 5+
    • Leadership experience - 10+
    • Implemented technology roadmap with alignment to NIST framework
    • Extensive experience with CRM, CPQ, Order Management, Provisioning and Billing systems; Lead to Cash, within the telecommunications industry
    • Advanced understanding of the Public Sector within the telecommunications industry
    • Experience and demonstrated proficiency in partnering across business units to define vision and independently leading software teams to achieve business outcomes through technology delivery
  • Skills:
    • Ability to read, write, speak and understand English
    • Ability to visualize and communicate complex problem statements using quantitative and qualitative means in a clear, precise, and actionable manner
    • Strong interpersonal communication, verbal and written, relationship management, and customer service skills with a focus on working effectively in a team environment
    • Outstanding work ethic displaying a high sense of urgency to resolve issues or make enhancements quickly and efficiently; a passion for continuous improvement as seen through performance metrics
  • Technical Skills:
    • Fluency of compliance standards such as CMMC, SCRM, NIST, SOC2, TPRM, PCI DSS and CPNI
    • Strong technical skills with knowledge of a wide variety of tools and technologies
  • Schedule: This position is eligible for our Hybrid Work Policy. Eligible employees can work from home up to one day each week.

The base pay for this position generally is between $174,300.00 and $290,300.00. The actual compensation offered will carefully consider a wide range of factors, including your skills, qualifications, experience, and location. We comply with local wage minimums and also, certain positions are eligible for additional forms of other incentive-based compensation such as bonuses.
