Manager, Construction Standards & Compliance

Ensure corporate and Platform of Choice (POC) standards are adhered to making sure plant performance and efficiencies are optimized in the new build areas. Review cost calculators, system design POC, construction specifications and standards to ensure compliance with the engineering standards, design and permits. Report and advise on quality assurance metrics for the new build and proposing proactive solutions and corrective measures. Work closely with Field Operations regional leadership to ensure communication of actions required to meet the corporate standards and plans, confirm operations are not compromised and make certain that there are consistent standards throughout the regions.

Actively and consistently support all efforts to simplify and enhance the customer experience.

Responsible for ensuring standards and compliance with all corporate engineering/construction and design standards.

Consult with regional leaders regarding construction standards, operations and planning of builds, new product development and deployment.

Evaluate and consult with managers regarding construction projects, capital budget items and equipment requirements. Establish positive employee relations through effective communication and ongoing education & support.

Establish and ensure all projects are reported consistently in PRISM, using standard project management planning documents and standard reporting.

Review and audit as-builts and provide constructive feedback to the regions.

Minimize impact to BAU operations in the region.

Support a quality control program for construction that is consistent with corporate process management and construction/design standards in the Regions.

Provide feedback to regional safety in relation to adherence to company safety standards.

Ensure field compliance with corporate engineering standards, policies, and procedures.

Review cost calculators, design, plans, and field verify that plant is consistently built to the corporate standards and platform of choice (POC).

Identify engineering/construction opportunities and promote change and initiate proposals.

Provide quality assurance support and direction to the construction staff regarding new or existing technologies, company technical quality assurance (TQA) standards.

Review and report on budget vs actual spending with root cause analysis.

Make recommendations to Corporate Engineering for alternatives to high-cost material items.

Perform other duties as requested.

Required Skills/Abilities and Knowledge

Ability to communicate with employees, customers, suppliers, in person, on the phone, and by written communications in a clear, straightforward, and professional manner

Knowledge of company products and services

Demonstrated knowledge of FTTH, HFC, Wireless and IP Networks architecture and design

Ability to handle multiple projects and tasks

Ability to make decisions and solve problems while working under pressure

Ability to support and motivate others

Ability to use personal computer and software applications, strong skills in PowerPoint, excel and word

Demonstrated organizational skills, planning and delivery. Knowledge of applicable local and state rules and regulations Knowledge of OSHA rules and regulations, both federal and state Knowledge of Electronic theory

Demonstrated knowledge of Fiber Optic theory and application Knowledge of National Electric Code and National Electric Safety Code

Knowledge and Understanding of the BOCA codes and standards

Demonstrated knowledge of Construction standards, especially the Blue Book of construction procedures

Knowledge of the SCTE recommended practices for coaxial and optical fiber construction

Ability to learn and operate a drone with camera

Required Education

Bachelor's degree in construction engineering or industry related field, or equivalent experience

Required Related Work Experience and Number of Years

Construction/engineering management experience - 5+

Preferred Education

NCTI/SCTE/BCTE certification or equivalent

Industry and vendor specific certifications and training

Preferred Related Work Experience and Number of Years Construction operations and engineering - 5+

Working Conditions

50% Travel (minimum two weeks travel expected per month.) - Traveling across the country is required.

Office environment

Exposure to moderate noise levels

Ability to walk long distances in rural environments

Exposed to dust, dirt, weather elements

Open vaults, pedistals, and inspect equipment
