Raytheon is seeking a highly motivated candidate to serve as Medium Range Air Defense (MRAD) Proposal Manager who is ready to take on a new challenge with a high degree of responsibility in a growing and evolving business environment. This role requires an ability and willingness to travel internationally on short notice. The selected candidate will be responsible to develop the comprehensive proposal strategy for MRAD countries and lead the development, analysis and review of all proposals supporting the MRAD portfolio and set metrics and performance benchmarks to maximize the effective use of investment dollars.

What You Will Do:
- Prepare, revise, update, and monitor required documentation and analysis in compliance with proposal requirements including corporate and business policies and procedures.
- Lead effort in TINA compliance awareness training of MRAD stakeholders, develop compliant proposals, and actively support customer negotiations across the MRAD country portfolio.
- Establish and maintain key metrics which will act as critical process indicators for the programs and organization to track designated proposal indicators
- Develop and maintain the spend plan for New Business Initiative (NBI) funding; provide strategic thought leadership to develop innovative proposal solutions that provide affordable pricing to customers while also achieving business and enterprise goals.
- Optimize processes and practices and contribute to country strategy considerations resulting in value-added capability insertion opportunities.
- Establish and maintain strategic relationships with industrial base, government, and authorities in assigned countries.
- Ensure on-time delivery of proposal efforts; this includes providing turn around metrics to the programs supported, identifying improvement opportunities, and taking the necessary steps to ensure quality, schedule, and cost requirements are achievable in execution.
- Utilize collaborative communication skills to engage cross-functional teams regarding program issues, team skills shortfalls, gaps and concerns and relay them to upper management to achieve program results.
- Leverage current and/or prior experience and demonstrated in-depth knowledge of international business environments, and industrial partner/government customer networks.
- Support the negotiation and implementation of large, complex contract that include offset agreements and adjacent business opportunities.
- Travel domestic and internationally as needed
Qualifications You Must Have:
- Bachelor's degree and 12 years of prior relevant experience OR an Advanced degree and 10 years of relevant experience is required
- Leadership experience in either an IPT organizational structure and/or an IPL (Integrated Program Leadership) construct leading cross-functional teams (to include Engineering, Requirements and Capabilities, Contracts, Finance, Operations & Supply Chain, Quality Management, Logistics, Data Management (CDRL support), and/or administrative functions)
- Experience balancing prioritization, cost, and/or schedule constraints within a proposal effort to include EVMS Certification and/or relevant experience as a Control Account Manager (CAM)
- Experience working on risk/opportunity management, earned value planning/tracking/reporting and/or metrics management.
- The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
Qualifications We Prefer:
- Expert knowledge/experience in both FMS and DCS Proposal Leadership (e.g., TINA compliance, Offset/Industrial Participation, Government Requests for Information (RFIs), etc.)
- Strong program management/leadership skills and ability to convert business requirements into an executable plan, ability to develop and execute business plans.
- Be a self-starter with an entrepreneurial mindset, able to balance multiple priorities and manage multicultural dynamics.
- Strong critical thinking skills, ability to exercise independent judgment and manage complexity and ambiguity in a diverse cultural environment.
- Skilled in communications, team building, and conflict resolution and relationship management to create an effective partnering environment that includes credibility, respect, and trust.

This position is an onsite role, located in Andover, MA.
The salary range for this role is 147,000 USD - 295,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
