Position Overview:
The Command and Control, Battle Management, and Communications (C2BMC) program integrates the Missile Defense System. It is a vital operational system that enables the U. S. president, secretary of defense, and combatant commanders at strategic, regional, and operational levels to systematically plan ballistic missile defense operations, to see the battle develop collectively, and to dynamically manage designated networked sensors and weapons systems to achieve global and regional mission objectives. C2BMC supports a layered missile defense capability that enables an optimized response to threats of all ranges in all phases of flight. C2BMC is the force multiplier that globally and regionally networks integrate, synchronizing autonomous sensor and weapon systems and operations to optimize performance. C2BMC is integral to all system ground and flight tests, which verify and exercise all current and future missile defense system capabilities.
Essential Functions:

Engineering Technical Authority for C2BMC OM&S responsible for technical, cost and schedule performance including staffing.
* Timely and accurate projections of technical milestones and engineering approach to meet program milestones.
* Technical interface between C2BMC OM&S and C2BMC Chief Engineer.
* Collaboration across C2BMC Program to include Agile Release Trains (ART) and Resource Managed Areas (RMA) for internal resource planning. Responsible for efforts related to OM&S execution & proposals including Operations and Maintenance for Regional and Global Teams, Sustainment Team, Warfighter Team and Mobile Training Team.
* Responsible for C2BMC OM&S requirements and maintaining the system design baseline.
* Responsible for identification and management of Risks and Opportunities for OM&S.
* Responsible to ensure program plans and technical baselines are consistent with C2BMC program and Modern Engineering Practices.
* Exercise oversight (to include daily team management) over the Sustainment team and oversight of the Warfighter Team and Mobile Training Team.
* Provide oversight to the Task Order 3 Project Leads in conjunction with the Task Order 3 Solution Engineer and Solution Manager.
Basic Qualifications:

An active Secret clearance is required to start with the ability to obtain TS/SCI clearance.
* 14 years' experience with a bachelor's degree in engineering, computer science, mathematics or a related field; 12 years' experience with a master's degree in engineering, computer science, mathematics or a related field; or 18 years' experience in lieu of a degree.

Broad background in Operations, Maintenance, and Sustainment (OM&S). Engineering leadership experience.
* Strong risk management experience and expertise, including identification, mitigation and abatement planning, execution, and tracking.
* Control account management and earned value management (EVM) experience.
* Expertise in cost estimating and creating Basis of Estimates (BOEs).
* Experience with staffing and retaining talent in large organizations.
* Demonstrated experience in driving data informed change in support of improving affordability and quality.
* Operational experience with Department of Defense (DoD) systems.
* Experience and familiarity with the MDA customer.
* Knowledge of emerging OM&S practices and experience in adopting and implementing key practices.
* Ability to direct and oversee engineers supporting multiple projects in several technical disciplines in demographically separate locations.
* Experience with sustainment and logistics.
Salary Range: $150,000 - $225,000
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
