The Leidos Health and Civil Sector is seeking an experienced Information Technology Policy Manager who is highly advanced, responsible professional and administrative work directing information technology strategic planning, policy analysis and development, and technical consulting for a new federal agency. You will be a central part of the organization and provide direction and leadership. Work involves strategically evaluating agency-wide IT needs and developing the agency-wide strategic policies to address current and future IT needs, developing, implementing, and enforcing IT standards. Assignments involve meeting with federal leadership and program management personnel to discuss, provide guidance, and resolve program policy conflicts. Supervision is exercised over professional policy analysts' staff responsible for policy development work. Work is performed with considerable independence under the direction of federal superior responsible for the management of agency information technology policies and procedures.

Candidate MUST:
Be currently located in the United States for the current three consecutive years of experience
US Citizen with the ability to obtain a Public Trust Clearance.
- Fully remote role, must be within a commutable distance of the DC Metro area for occasional onsite meetings with the customer.
Responsibilities:
- Supervises a staff in the planning, development, and implementation of policies, SOPs, plans, and procedures for the effective, efficient management and use of IT.
- Drafts policies, regulations, directives, and program proposals required to implement IT policies.
- Research IT issues, identifies potential policy conflicts and prepares/presents summary reports, throughout the organization.
- Evaluates IT needs and develops the agency-wide information technology strategic, change, and security policies.
- Develops and implements information technology standards.

Masters of Public Policy
- 10+ years of progressive business systems and project management experience.
- Expertise and experience with working in a customer "start-up" space, where all new policies are needed.
- Knowledge of principles and methodologies used in policy analysis and IT management, including relevant aspects of areas such as management analysis, operations research, economic analysis, performance assessment, and strategic planning.
- Knowledge of the principles and methodologies of business process reengineering.
- Knowledge of the current and emerging methods and developments in the field of IT management.
- Knowledge of the concepts, characteristics, and capabilities of information technology security and systems.
- Ability to conceive, identify, and analyze highly complex policies, supervise the design/conduct of research studies, and develop/negotiate policy recommendations within various program areas.
- Ability to evaluate complex technical or management problems, identify key issues, develop policy options, assess impacts, and format clear, concise recommendations for executive management.
- Ability to plan strategically within the context of information technology issues and practices and to lead others toward achieving agreed upon goals and objectives.
- Ability to plan, assign, and manage the work of subordinates.
- Ability to conduct formal presentations and to communicate effectively both orally and in writing.
- Ability to provide leadership and guidance and to establish and maintain effective working relationships with various levels of employees including executive management, agency program managers, staff, and contractors.
- Strong written and verbal communications skills, as demonstrated by presentation of problems to appropriate people in an objective and non-judgmental manner; matching influence strategies to the situation; delivering oral and written communications with clarity and impact.

Pay Range:
Pay Range $108,550.00 - $196,225.00
The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
