The Northrop Grumman Mission Systems sector is seeking a GSC Proposal Manager 3 to join our growing team of diverse professionals. The Primary location for this position is San Diego, CA.

The selected candidate will work with teams to support capture opportunities and create compliant, compelling business proposals that result in winning new business. This position is responsible for leading the Global Supply Chain Proposal Team, which includes approximately 4 Material Pricing Analysts, who direct and manage the cost, schedule, and performance requirements of the customer proposal. The Manager will be responsible for all Global Supply Chain proposal related activities within the NIS Division and briefing proposal plans and status to Senior Level management, internal executive leadership. and the Customer (as needed). The selected manager should thrive in a fast-paced work and must be able to collaborate closely across functions such as Contracts, Engineering, Business Management, Mission Assurance, and others
What You'll Get To Do:

All phases of the Proposal from initiation of the business case for make or buy decisions, market research, single/sole source determinations, request for proposals, commercial item determinations, source selection decisions, proposal evaluations, negotiation strategy, awarding subcontracts, and execution of technical, cost and performance requirements.
* Engagement in all applicable Business Acquisition Phases
* Collaborates and generates procurement and strategic sourcing plans for handoff to GSC planning and procurement functions.
* Coordinates and collaborates with key partners such as Contracts, Engineering, Mission Assurance, the Program Office, and the end user.
* Manages preparation of bid packages, supports bidders' conferences, analyzes and evaluates supplier proposals.
* Evaluates necessary contract flow downs to be included in RFP packages.
* Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations.
* The selected manager should thrive in a fast-paced work environment with high expectations, significantly diverse assignments, collaborative/team settings across all levels. This leader must be able to collaborate closely with executive leadership, program managers, contracts, operations, business management, quality and engineering.
Basic Qualifications for GSC Proposal Manager 3:

Bachelor's degree with at least 8 years of experience, or a Master's degree with at least 6 years of experience in any of the following: Proposal Management, Strategic Sourcing, Subcontracts Management, Procurement, Program Management, or Contracts Management
* Ability to obtain a DOD Secret Security Clearance
* US Citizenship
* 5+ years of Leadership experience - Manager or Team Lead experience is acceptable
* Experience conducting oral presentations to executive leadership
* Experience with SAP or related purchasing software, in addition to Excel, PowerPoint, & MS Project
Preferred Qualifications for GSC Proposal Manager 3:

Master Degree in Business, Global Supply Chain or Project Management
* Manages and develops strategic/key suppliers.
* Employs sound business practices and assesses supplier performance as part of follow-up activities.
* Change Management experience
* Risk mitigation experience
* Military Contracting Proposal experience
* Active DOD Secret Security Clearance or higher
* Significant experience conducting oral presentations to senior leadership
* Experience with FAR (Federal Acquisition Regulations) and DFAR
* Experience working on high dollar development programs

Salary Range: $154,600 - $231,800
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
