Northrop Grumman, Strategic Space Systems Division, is seeking a Manager Electrical Engineering 2 - Ground Element Antenna Subcontract Technical Manager to become a member of the Ground Terminal and Infrastructure Department, working as part of a motivated, diverse, and technically talented group located at a field site in Redondo Beach, CA.
Job Description
The selected candidate will report directly to the Ground Element HW Director providing direction and leadership Antenna Subcontractor working to design, develop, integrate, and requirement verification of a ground antenna across several geographical locations. This includes coordination across multiple GE IPTs supporting multiple AMP projects, with customer and third=party stakeholders. The GE HW STM provides leadership to the Antenna subcontractor and is responsible for defining the statement of work, negotiating subcontracts, schedule and budget. The candidate must be able to make decisions with minimal support and effectively communicate and present to the GE HW Director, GE Project management, and other technical managers and customers, to ensure program needs are met.
Essential Functions
• Provides management and technical direction to Antenna Subcontractor
• Provide leadership and review of subcontractor proposals
• Provide leadership and inputs on NG proposal efforts (e.g. BPEs, CROMs, ECPs)
• Control Account Management of Antenna Subcontract, including forecast monitoring, variance explanations, cost/schedule lien evaluation and preparation
• Management of Risk and Opportunity processes
• Management of Antenna requirement verification activities and coordination with program Systems Engineers, third-party stakeholders and the customer
• Oversight of Antenna Subcontractor activities, including tracking status of product deliveries and progress
• Review of Antenna Subcontractor design review, test data reviews, and related documentation
• Coordination with GE HW IPT leads, other GE Project and Program Management, third-party stakeholder, and the customer
Basic Qualifications
• Bachelors of Science degree in a STEM (Science, Technology, Engineering, or Math) discipline plus 8 years of engineering experience OR Masters of Science in a STEM (Science, Technology, Engineering or Math) discipline plus 6 years of engineering experience OR PHD in a STEM (Science, Technology, Engineering or Math) discipline plus 4 years of engineering experience
• Understanding of subcontract technical management and interfacing with subcontractors
• Proven leadership experience on a project and/or team.
• Candidate must have, and be able to maintain, at least ONE of the following active U.S. Government security clearances: Department of Defense Top Secret level with a background investigation date within 6 years OR SCI Access with a Single Scope Background Investigation (SSBI) completed within 5 years OR Department of Energy Q clearance with a Single Scope Background Investigation (SSBI) completed within 5 years.
Preferred Qualifications
• Prior experience to include AMP program, subcontract technical management, management of one or more phases of a technical program, proposals, ECP's and engagement in technical negotiations with the customer.
• Experience as a cost account manager utilizing the earned value management system
• Experience with the GE architecture, requirements baseline, verification approaches, and execution of GE delivery milestones
• Effectively communicate and present to directors, other technical managers and customers
• Design and test experience on ground deliverable hardware
• Experience in Antenna maintenance/sustainment
Salary Range: *$156,500 - $234,700
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
