Baltimore, MD is seeking a leader to manage its growing Test Design Engineering team reporting to the Hardware Section Manager of the MLSS & NTS Department. The individuals reporting to this management position are responsible for the development of product Design Verification Tests as well as development, delivery, execution and maintenance of Test Systems. Skills in this group span across both Hardware and Software with knowledge of measurement techniques related to RF/Microware, Digital and Power products. The team is often required to work hands on with electronics including robotics. This team has a strong understanding of COTS test equipment with the ability to writing Test Software to control both the Unit Under Test in concert with the Test Equipment.

This position is an onsite dual role encompassing both people and project/technical leadership. This position will maintain an 80/20 split as an individual contributor and a manager, respectively.
Roles and responsibilities include, but are not limited to:

Lead an engineering functional group of 8 to 12 engineers including performance management, career development, staffing, and merit planning
* Provide project and technical oversight for activities performed by the group
* Ensure application of design processes and guidelines used in the group
* Develop proposal inputs and review proposal content for both internal and external customers
* Interface with the Manufacturing Test Engineers to ensure the continued ability for the company to meet contractual deliveries
* Collaborate with peer managers to ensure consistency across multiple work groups
* Support department initiatives, recruiting, cross-campus/sector involvement, and internally funded projects
Basic Qualifications:

Bachelors degree in Engineering or equivalent technical degree
* Minimum 7 years of related engineering experience including responsibility as an integrated product team or technical lead
* Basic understanding of RF, Digital, and Power Conversion Test Equipment and Measurement Techniques
* Understanding of test plan development to prove requirements compliance
* Understanding of the Design, Manufacturing and Test Integration process
* Must be a US Citizen and able to obtain and maintain a Secret level security clearance
Preferred Qualification:

Masters degree in Engineering or equivalent technical degree
* 5 years of experience in a multi-disciplined engineering environment
* Demonstrated success leading high performance teams as technical, integrated product team, and/or functional leader
* Excellent verbal and written communication skills
* Strong understanding of RF, Digital, and Power Conversion Test Equipment and Measurement Techniques
* Demonstrated success in understanding of creating test plans to prove requirements compliance
* Demonstrated success executing tests on hardware components, subsystems, or systems
* Current Secret or Top-Secret Clearance
Salary Range: $149,400 - $224,000
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
