Overview

To lead and inspire Enterprise Data Risk Governance (EDRG) second line function (2LOD) as the Associate Vice President (AVP), coordinate and collaborate with other 2LOD functions. Develop and oversee the execution of DRG framework and risk oversight and effective challenge for the enterprise, ensuring alignment with Navy Federal's overall goals, strategies, mission, and vision. Support the functional built out through hiring, tooling, and automation. Provide thought leadership on mission-critical strategic imperatives as it relates to data. Serve as a risk ambassador with a keen focus on data governance and AI data risk management. EDRG leader will lead the development, implementation, and oversight of Navy Federal's data governance framework, ensuring all data risks are effectively managed across the organization. Collaborate with key stakeholders to identify, assess, and mitigate data-related risks, while promoting a culture of data governance risk and compliance with existing policies, instructions, and standards. Oversee the activities of a team of analysts and provide opportunities for professional growth and development. Ensure ongoing focus on executing Enterprise Risk's overall strategy.

Responsibilities

  • Develop, implement and oversee Enterprise Data Governance Framework that covers the entire lifecycle of the data: Create and enforce policies, standards, and 2LOD procedures to ensure data quality, critical data elements, meta data, privacy, security and compliance
  • Conduct 2LOD oversight and effective challenge of all the 1LOD BU's
  • Lead 2LOD independent Risk Assessment
  • Develop EDRG risk appetite and AI data risk management for the enterprise in alignment with ERM monitoring and reporting framework
  • Collaboration with Stakeholders: Work closely with all 1LOD business units data roles, EDGO, ETS, InfoSec, legal, and compliance teams to align data governance initiatives with organizational goals and regulatory requirements
  • Data Quality and Integrity: Establish data quality metrics and perform 2LOD sample data validation and assessment to ensure accuracy, consistency, and reliability of data
  • Coordinate and monitor alignment with other 2LOD functions
  • Lead and implement EDRG Training and foster data risk culture to promote best practices across the organization
  • Establish EDRG Monitoring and Reporting: Monitor data governance activities, generate reports, and present findings to ERMC and relevant stakeholders
  • Coordinate efforts with operational and 3rd party risk including sampling and EDRG assessment of third-party vendors to ensure they adhere to Navy Federal's data governance framework
  • Technology Integration: Leverage technology solutions, including AI, to enhance data governance processes and ensure handling of data per 2LOD framework
  • Assist in the development and implementation of internal EDRG controls
  • Determine the adequacy and effectiveness of applicable policies and practices in alignment with data governance
  • Contribute to a culture of collaboration by actively working across business lines and cross-functionally, communicating knowledge and business processes
  • Promote a culture of data governance awareness and compliance
  • Transform practices and technology in partnership with team members, incorporating data governance and data AI risks principles
  • Provide coaching and development of the team, ensuring a world-class talent acquisition operation that mitigates AI and data governance risks
  • Provide advisory support for the 1LOD BU's and EDGO program seeking EDRG advice and insights that lead to the achievement of business goals
  • Perform leadership support and:
    • Ensure adequate/skilled staffing; select employees
    • Establish performance goals and priorities
    • Prepare, conduct, and review performance appraisals
    • Develop, mentor, and counsel staff
    • Provide input and/or prepare budget requirements for the Annual Financial Plan (AFP)
    • Ensure goals and objectives align with division/department strategy
  • Ensure reporting activities support optimal internal/external exam/audit preparedness
  • Perform other duties as assigned

Qualifications

  • 10+ years of experience at a large, complex financial institution, focusing on one or more of the following areas: first or second line of defense risk management (with significant experience in operational risk), internal audit, data analysis, risk reporting, and GRC system
  • Bachelor's degree in technology, Data Management, Business Administration, or a related field. Master's Degree preferred
  • Significant experience with data lifecycle, systems and business intelligence reporting tools to support risk reporting needs and developing and enhancing risk reporting frameworks
  • Thorough understanding of enterprise risk frameworks, risk assessment methodologies, risk governance, risk appetite statements, KRI/KPI development and reporting expectations
  • Extensive experience managing multi-dimensional teams and projects, and planning, motivating, and managing the work of participants
  • Solid knowledge of NCUA and/or OCC regulations and regulatory expectations
  • Desired - Knowledge of Navy Federal's functions, philosophy, products, and services
  • Demonstrated leadership skills and the ability to guide others and prioritize multiple responsibilities to achieve results in a matrixed, time-sensitive office environment
  • Exceptional problem solving and decision-making skills; the ability to work independently, exercise sound judgment and display a high degree of initiative; and manage multiple priorities effectively
  • Highly effective interpersonal, communication and presentation skills, including the ability to persuade and influence management decisions, interact effectively with all levels of staff, and communicate complex information in an easily understandable manner
  • Excellent organizational, planning, and time management skills
