This supervisory position is responsible for managing a team of Government/Customer property administrators. Ensures compliant property records management, program support, and regulatory and contract reporting. Interacts with external and internal stakeholders on Government/Customer property matters. Dynamic, resourceful and thoughtful leader to ensure that the systems, processes, and internal partners work in concert to maintain successful performance of the Property Management System (PMS). Compliant records management, guidance & training to program personnel, regulatory and contract reporting and property team development including collaboration among team members. Works closely with other Team Leads, Property Compliance, and Leidos management.

DUTIES AND RESPONSIBILITIES

  • Develop property management response to Requests for Proposals
  • Compliant Records Management:
    • Maintain accurate records of all property for all 10 FAR identified outcomes (acquisition through closeout)
    • Reconcile inventory performed by Local Property Coordinators (LPCs) to records and initiate resulting actions e.g. losses, disposition, transfers, etc.
    • Initiate disposition actions for excess property and assure property documentation submitted upon completion
    • initiate closeout actions at end of contract and prepare certification
  • Guidance, Training and Property support to the line program team as well as the Property Representatives
  • Develop training for implementing processes and procedures
  • Regulatory and Contract Reporting:
    • Provide relevant property data for customer level reporting requirements as required, e.g. CDRLs
    • Submit property administrative reports to customer stakeholders and regulatory agencies, e.g. Loss, Damage, Destruction (LDD), Inventory Results, etc.
    • Develop corrective action plans with program team for CSA and PMSA findings
    • Oversee corrective actions performance
  • Property team development:
    • Manage and supervise workload across team
    • Develop and coach team members inclusive of training and certification recommendations
  • Provides training to company personnel on the property management application, processes, and regulations
  • Continuously improve processes, procedures and systems for effective and efficient management of Government/Customer property.

Job Qualifications

  • BA or equivalent with 12-15 years relevant experience or MA with 10-13 years relevant experience
  • NPMA CPPM certification preferred
  • Must possess:
    • (1) Strong organizational, verbal and written communication skills;
    • (2) Good interpersonal skills to effectively interface with all levels of employees including management and outside representatives; and,
    • (3) Strong computer skills.
  • Experience with PIEE, GFP Module, UID Registry, and IUD a plus
  • Understanding of FAR 52.245-1, DFARS Business System clauses, other applicable regulations and related contractual requirements.
  • Ability to manage specialized requirements

Pay Range:

Pay Range $89,700.00 - $162,150.00
