Job Summary

The Director, Financial Planning - Network Operations and Mechanical is responsible for all financial matters for Network Operations and Mechanical functions, tracking adherence to operating expense and capital budgets as well as Sarbanes-Oxley (SOX) controls. The role develops Key Performance Indicators (KPIs) for monitoring productivity and costs ensuring functional strategies, initiatives and processes are financially sound and optimized. Moreover, the position is a trusted financial advisor with functional leadership actively participating in the development of business cases, providing data and insight to optimize decisions and help achieve objectives.

Main Responsibilities

Functional Financial Planning

• Oversee all functional financial matters for Network Operations and Mechanical including operating expenses, capital investments, SOX controls, tax credits and benefits
• Provide business insights and strategies related to expense reduction, continuous productivity improvement, optimization of capital deployment, and overall value creation
• Work closely with the function in the development of annual operating and capital budget, monthly operating and capital forecasts and development of a 3-year plan
• Consolidate the submissions from all budget owners and present the outcome to functional Vice Presidents (VPs) and executives for approval
• Facilitate review, discussions and debate with functions before proceeding to secure executive approval of business cases

Staff Management

• Lead, inspire, coach, and develop team of professionals
• Partner and engage with cross-functional peers and other stakeholders, establishing collaborative and productive dotted line relationships
• Accelerate depth, execute succession plans and advance key employee development plans
• Ensure professional well-being of all team members

Execution

• Track adherence to operating expense, capital budgets and forecasts
• Build detailed, comprehensive business cases for track capacity infrastructure and other network operations-related capital investments projects
• Monitor variances and work with the budget owners on creating new forecasts to remain within envelope
• Communicate and review monthly results with functional leaders and discuss areas of improvements and opportunities
• Support VPs with financial analysis and KPI's monitoring departmental performance
• Support VPs in achieving their objectives and act as main liaison to VP Financial Planning and Chief Financial Officer (CFO)
• Support functions with Executive and Board Presentations
• Oversee development of detailed business cases as well as the approval process, including submission for authorization of each individual project
• Ensure consistency in capital assessment process, including financial and non-financial criteria and considerations, business rationale, economic, financial, and risk analysis, implementation timing, project management, detailed cost estimates, savings and Return on Investment (ROI) calculation

Governance

• Attend weekly functional leadership meetings
• Participate in cross-functional Steering Committees with Procurement and Supply Management (P&SM), Human Resources (HR) and other functions for sourcing decisions impacting Engineering and Mechanical
• Ensure adherence to capital approval process and compliance with the Company's Delegation of Authority
• Ensure strict and constant adherence to Key financial SOX controls and collaborate with KPMG and Internal Audit during yearly audits

Working Conditions

The role has standard working conditions in an office environment with a regular workweek from Monday to Friday. The role requires minimal travel (20%) across the network. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure, and stress.

Requirements

Experience

Financial Leadership
• Minimum 10 years of experience in progressively responsible financial leadership roles
• Between 3 to 5 years of experience managing direct reports as well as leveraging non-reports for required information to complete deliverables
o Experience as a financial partner and working as a key contact for various departments across the company
o Experience in leading a team of professional financial partners
o Operational experience

Education/Certification/Designation

• Bachelor's Degree in Accounting or Finance
• Master's Degree in Business Administration or Postgraduate Degree in Economics or Finance
• Chartered Financial Analyst (CFA), Chartered Professional Accountant Canada (CPA-CA) or Chartered Professional Accountant (CPA) designation
