Role Description: We are looking for a Senior Technical Program Manager (TPM) to join the Privacy Legal Team in Legal and Public Affairs. The Senior TPM will have extensive experience leading large-scale, cross-organizational (compliance) programs and possess a strong technical background. It is key to have a systems level understanding of complex large distributed systems, with an ability to adapt to and dive deep into technical domains such as Cloud, Data Platforms, Back End infrastructure, and/or Service Oriented Architectures.

More specifically, the Senior Technical Program Manager, will be responsible for the delivery of large horizontal programs to meet different regulatory compliance requirements involving large scale data platform changes across Booking.com and be responsible for driving high-level strategic program objectives, monitoring system-by-system adoption and actively engaging in day-to-day program activities to implement change. This role requires exceptional communication and organizational skills and the ability to thrive in an entrepreneurial environment, managing ambiguity and competing priorities.

This role has high visibility at the senior most levels of management and offers an excellent opportunity to build trusted relationships at these levels. There is also opportunity for further career development through potential movement into other areas of the business.

Key Job Responsibilities and Duties:

  • Bring clarity to program sponsors, teams and stakeholders by defining and documenting program scope, risk-based approaches and roadmaps, key dependencies and other key program artefacts.
  • Proactively identify and manage key risks, bottlenecks, and trade-offs, balancing business needs with technical constraints.
  • Lead collaboration between legal, business and technical teams to deliver complex and secure, yet scalable solutions and platform and product features in compliance with legal and regulatory requirements, maintaining a strong customer-centric and privacy by design focus.
  • Lead and contribute to the development of architecture and technical requirements and deliverables.
  • Drive, track and report progress transparently and ensure successful delivery, within agreed timelines and budget.
  • Plan, manage, and track multiple program activities simultaneously, ensuring on-time delivery.
  • Use technical expertise and strong business acumen to provide clarity and drive decisions in ambiguous situations, including where overlaps may exist with other strategic programs.
  • Serve as the primary point of contact for all program-related queries. Maintain a high-level of engagement among stakeholders.
  • Define and measure the program success metrics.

Qualifications & Skills:

  • Bachelor's degree in Computer Science, Engineering, or a related technical field (preferred).
  • 5 to 8 years of experience in technical program management or related roles.
  • Data governance / data retention experience is recommended.
  • Privacy certifications (e.g. CIPT) or similar are recommended.
  • Experience with Agile environments and certification is desirable.
  • Familiar with change management approaches; good understanding of the change curve and process.
  • Strong understanding of technology and ability to effectively communicate technical concepts.
  • Able to understand, challenge and explain the solution design and architecture to stakeholders at different levels of seniority.
  • Be able to lead, motivate, and manage stakeholders and product teams to achieve program goals. Be able to influence and steer senior management and groups. Challenge assumptions and have the ability to adapt or generate imaginative and innovative ideas.
  • Proven ability to use data-driven insights to address business challenges and solve problems.
  • Be able to break up a complex problem into actionable and easy to understand solutions. Be hands on and drive solutions to problems in partnership with the involved parties.
  • Strong conflict resolution, negotiation, and influencing skills.
  • Excellent communication skills, both written and verbal, with the ability to work independently and manage multiple tasks under pressure.
  • Fluency in English with proven strong communication skills complemented by a particularly clear and concise written communication.
