Assists government procurement agencies develop acquisition strategies, work statements, evaluation plans and qualify vendors. Involved through the entire acquisition life cycle, from pre-award planning through solicitation preparation, contract award, contract administration and contract close-out. Applies knowledge of the defense acquisition process in the analysis and improvement of acquisition process policy and procedures to devise strategies for deploying and implementing new acquisition policy initiatives and measuring the effectiveness of implementation. Uses quantitative analytical techniques to assess system acquisition process issues and develop risk reduction/mitigation approaches for improving acquisition/program planning, control, and execution. Participates in developing acquisition plans, source selection documents (including evaluation criteria), Independent Government Cost Estimates, justifications and approvals, synopses, and requests for proposals/quotes/bids. Assists with the development of pre-award technical documentation (solicitation, IGCE, Technical Evaluation Plan (TEP) and Technical Evaluation Report).

The incumbent serves as the Technical Analyst for Maintenance Systems PMO at the Joint Strike Fighter Program Office (JSFPO), Arlington, VA. The incumbent is a member of the multi-disciplinary team responsible for coordinating all efforts related to Site Activation and Hardware (SAHW), Low-rate Initial Production and Annual Sustainment contracts, including: proposal preparation, requirements definition, and evaluation on behalf of JSFPO Maintenance Systems PMO. The incumbent is jointly responsible leading data management efforts for Proposal preparation and Proposal Technical Reviews (Basis of Estimates (BOEs)) by developing customized software solutions to extract, organize and disseminate data to facilitate proposal requirement development and technical evaluations. The incumbent provides advice on IPT workflow analysis and improvement using the latest technologies and systems. The incumbent will support on-site team members, and represent JSFPO at designated meetings with respect to Sustainment requirements and technical information.
DUTIES:
- Provides oversight for the management of information to ensure that there is traceability in the form of data alignment of JSFPO IPTs' requirements over time through each of the individual contract cycles as well as between contracts to ensure a historical perspective to cost is available. These duties include the development of creative solutions to address information deficiencies through the implementation of proven procedural enhancements to JSFPO data collection and distribution.
- Maintains and tracks changes made to JSFPO Contract Statement of Work (CSOW) for Sustainment. Conducts LRIP Requirements Analysis with JSFPO IPT Leads to assess alignment of technical requirements in each CSOW.
- Provides IT support by organizing and managing proposal data to ensure that the data set provided by the major vendors is both complete and relevant.
- Performs analysis of JSFPO IPT workflow and assessment of technology utilization within each process. Incorporates new technologies and methods to streamline, optimize and improve existing hierarchical workflow structures.
- Proposal Management
-- Coordinates with the JSFPO Sustainment IPT in assessment of BOE Technical Evaluations. Develops and supports technologies to allow IPT collaboration of Technical Reviews.
-- Plans, justifies, and moderates Proposal Evaluation Tool (PET) requirements and functionality on behalf of JSFPO Sustainment IPT.
-- Documents and translates software application features to serve as bridge between JSFPO Sustainment IPT and OPS-INFOTECH. Produces customized data management application prototypes to convey concrete, hands-on examples of desired functionality.
-- Develops custom programs to create and deliver the resources required by SMEs to conduct Proposal Evaluations. This includes but is not limited to authentic BOE snapshots necessary to conduct reviews.
-- Responsible for the coordination of information and development of Sustainment IPT task and duty automation within Microsoft Office applications.
QUALIFICATIONS FOR THE POSITION:
- Understand acquisition principles, funding policies, and familiar with contract policies/mechanisms
- Experience in managing government acquisition programs
- Bachelor's Degree in Computer Science or Information Systems plus at least 3 to 5 years of progressively responsible technical experience, of which at least two (2) years has been in a Logistics Sustainment and/or support position. Master's degree in Information Systems or Business Administration preferred
- Knowledge and experience in DoD program management and sustainment processes
- Knowledge of the principles, policies, and practices of government certified technology frameworks to plan, organize, and coordinate critical aspects of the development, production, and deployment of solutions, applications, and modules
- Knowledge of data management, collaboration and programming in a Microsoft systems environment
- Ability to prepare and present convincing oral and written presentations to any or all levels of government and industry management to effectively conduct technical training sessions and provide tutorial assistance for developed system applications, defend and provide security justifications to previously developed technologies, etc.
- Good briefing skills and interpersonal and/or diplomatic skills are required
- Able to function as a contributing team member in a multi-service, multi-national organization
- Familiar with common computer software for word processing, data manipulation, financial calculations and presentation
