Your New Role...

As a Specialist, Flex Talent based in London, you will be responsible for supporting the management and administration of the organization's external workforce program in France, UK and EMEA. Your role will involve coordinating and supporting the ongoing pay, management, and oversight of our external workforce program, ensuring compliance with relevant policies, regulations, and best practices. You will work closely with internal stakeholders, external vendors to ensure value and performance, and contingent workers to optimize the utilization of contingent talent and contribute to the organization's talent acquisition and workforce management objectives.

Before we launch France, there's support we will need in the UK to manage Agency Workers Regulations (AWR), Rate Cards, IR35 testing and withholding tax compliance and insurances.

You will also take a lead on projects with our Managed Service Provider (MSP), initially in the UK and then to France and EMEA.

You'll work closely with colleagues and business units in France and in the UK, including live TV and be a part of the Flex Talent team, in London, UK with regular travel to Paris once we are up and running. You will work closely with our Managed Service Provider (MSP) in Paris.

You will assist with tax and IR35 arrangements for London-based workers and London workers travelling to France.

Your Role Accountabilities...

  • Contingent Workforce Management: Support the end-to-end management of the contingent workforce program, including vendor selection and management, talent pool and pipeline arrangements, contract administration, pay, onboarding, offboarding, and performance tracking
  • End-to-end management of Statement of Work (professional services) contracts and Managed Services contracts, liaising with Procurement, Finance, Planning & Analysis and Accounts Payable
  • Handle mis-classification and re-classify workers to ensure they are correctly engaged.
  • Vendor Coordination: Serve as a point of contact for vendor communication, ensuring effective collaboration, compliance with contractual obligations, and resolution of any vendor-related issues or concerns.
  • Vendor Tendering: Assist with the drafting, evaluation and implementation of new vendor tendering, collaborating with colleagues in Commercial
  • Vendor Payments: Partner with Finance, Commercial and technology teams, ensure all vendor payments are accurate and made on time and to contract.
  • Compliance and Risk Mitigation: Stay informed about relevant labor laws, tax laws, regulations, and compliance requirements pertaining to contingent workers, ensuring adherence and minimizing legal risks associated with contingent workforce management. Assist with French worker tax assessments and vendor tax arrangements with advice from tax specialists
  • Diversity, Equity & Inclusion: Drive Diversity Equity and Inclusion initiatives with the vendor in line with WBD's vision and goals.
  • Performance Tracking and Reporting: Assist in monitoring and evaluating the performance of the contingent workforce program, tracking key metrics, generating reports, and providing insights to stakeholders for decision-making and program optimization.
  • Contingent Worker Support: Serve as an escalation resource for contingent workers, addressing inquiries, providing guidance on policies and procedures, and facilitating effective communication between workers and relevant stakeholders. Understand and advise on worker payments and deductions.
  • Process Improvement: Identify opportunities for streamlining and automating contingent workforce management processes, contributing to the continuous improvement of the program's efficiency and effectiveness.
  • Stakeholder Collaboration: Collaborate with HR, Procurement, Legal, Finance, Technology and other relevant teams to align contingent workforce management strategies with organizational goals, ensuring an effective and compliant operating model. Serve as a partner and resource to our clients and businesses - supporting managers and advising on workforce issues consulting with Legal, Commercial, Finance and Tax as required.
  • Attend regular meetings online with the global Flex Talent center of excellence
  • Assist with similar accountabilities, as required, across the EMEA region

Qualifications and Experience...

  • Fluent in French and English is essential
  • Bachelor's degree in a relevant field or relevant experience. Additional certifications or training in contingent workforce management is a plus.
  • Experience of the French contingent workforce including 'Pigistes', 'Intermittents', Statement of Work (professional services) and managed services;
  • Experience of keeping projects on-track and project success
  • Familiarity with vendor management systems (VMS), preferably Beeline.
  • Knowledge of relevant labor laws, regulations, including works councils and French Labor laws and compliance requirements in France and UK related to contingent workers
  • Strong organizational skills and attention to detail to effectively manage documentation and data
  • Excellent communication, interpersonal, and customer service skills to interact and persuade stakeholders at all levels.
  • Ability to handle multiple priorities, work independently, and meet deadlines.
  • Analytical mindset with the ability to interpret data and generate meaningful insights.
  • Proficiency in using Microsoft Office Suite (Word, Excel, PowerPoint) and other relevant software applications
  • High standard English language, written and verbal
  • Experience in talent acquisition, Human Resources or related roles is desirable
  • Experience of UK tax law (IR35) is desirable
  • Experience of managing a Managed Service Provider is desirable

Hybrid Working - This role is advertised as a Hybrid work model, that combines remote and in-office work, following our current company policy and to be agreed with your Line Manager. Subject to any applicable laws, WBD / your Line Manager reserves the right to change this working agreement where this is essential to business needs and upon reasonable notice to you.
