Summary
This position is located in the Bureau of Global Public Affairs, Office of Research (GPA/RA/RE). The incumbent serves as a Supervisory Program Analyst responsible for managing staff who conducts social science, data science, and communications activities to produce audience research reports and message testing recommendations for the Bureau's campaigns and activities. The incumbent analyzes assigned programs, establishes goals/measures, and provides program oversight GPA program initiatives.
Duties
- Develops and implements audience research and analysis strategy to measure and improve program effectiveness including the creation and use of logic models, performance measurement plans and indicator tracking tables in support of US foreign policy.
- Develops and leads prelaunch research studies, to include designing mixed-mode sampling frames (including probability and non-probability frames such as area frames, list frames, cluster frames, and snowball sampling) for quantitative surveys.
- Provides oversight of quantitative and qualitative audience research work assigned to subordinates, to include review of analysis in R and or Python.
- Assesses the relevance and implications of global political, economic, and environmental developments and events potentially affecting the formulation, advancement, and execution of GPA programs, resources, and U.S. foreign policy.

Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
- Experience independently designing complex mixed-mode sampling frames for quantitative surveys, including the use of survey experiments and Randomized Controlled Trials (RCTs) to test communications approaches and content.
- Experience using open source coding languages, to include but not limited to: R or Python, to analyze audience research data.
- Experience developing comprehensive audience research and analysis strategies to measure program effectiveness.
