Summary

This position is located in the Bureau of the Comptroller and Global Financial Services (CGFS), Office of Global Systems (GS). CGFS's mission is to provide an accountable, efficient, and transparent financial management platform that furthers the U.S. governments and Department of State's global foreign affairs mission, provides accurate and high-value financial information and supports quality stewardship over financial operations and resources.

Duties

  • Plans, organizes, and manages the configuration, installation, optimization, and maintenance of systems and networks supporting the execution of overseas financial operations that are integral to the functioning of embassies worldwide.
  • Develops and presents to management alternatives, recommendations, and preliminary implementing plans for long-range, strategic decisions regarding automation.
  • Develops policies, procedures, guidelines, and standards for the planning, development, integration, implementation, and evaluation of automated systems and subsystems to meet the overall information needs of the agency.
  • Advises other specialists and managers on implementation of new or enhanced IT systems including providing on -the-job and formal training for new and revised methods and techniques for resolving IT issues.
  • Works with vendors to plan and coordinate the installation of new or upgraded hardware, software, and services.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement.

Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
  1. Attention to Detail - Plans and manages complex IT projects involving interrelated disciplines and multiple stages of the system development lifecycle. For example, IT projects, IT infrastructure with agency business requirements, integrated systems analysis, software development, database administration, and customer support into the project plan.
  2. Customer Service - Demonstrates expert skill in working with managers and customers, throughout the bureau and department to resolve all technical issues to identify/diagnose problems and establish system standards and documentation to measure and evaluate results.
  3. Oral Communication - Provides expert advice and guidance to all levels of management to support computer personnel and users throughout the agency engaged in the development and implementation of the systems and sub systems required to meet the logistics of the agency.
  4. Problem Solving - Monitors and controls, as assigned, IT projects of significant size and complexity to determine project scope, timeline, quality, and costs, and will be called upon to provide technical and analytical guidance to the project team and relevant stakeholders.
AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:
  • Experience managing projects related to web-based systems.
  • Experience overseeing the installation and maintenance of web-based systems and information services.
  • Experience monitoring programs, initiatives and/or projects and reporting on the status and progress to upper management.
NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-14 position.

Highly Qualified applicants may be referred to the hiring manager for further consideration and possible interview. The category assignment is a measure of the degree in which your background matches the competencies (knowledge, skills, and abilities) required for this position. Your qualifications will be evaluated on the following competencies:
  • Knowledge of information technology life cycle management concepts
  • Knowledge of computer systems and software to enhance strategic and tactical planning
  • Ability to make decisions based on information from a wide variety of sources.
  • Knowledge of network servers
  • Knowledge of computer systems and software to enhance financial management and planning.
