Distribution Facilities Specialist

Summary

This position is located in the Bureau of Administration, Office of Logistics Management, Office of Program Management and Policy, Diplomatic Pouch and Mail Division, Unclassified Pouch and Mail Branch. Incumbent provide oversight and guidance to the Acceptance, Sortation & Dispatch Sections,DOS and other agency personnel who utilize Unclassified Pouch and Mail services.

Duties

  • Monitors incoming and outgoing volume, and shifts resources accordingly, so that all pouch and mail is handled in a timely and accurate manner.
  • Prepares written analysis and responds to higher level Department or other agency inquiries concerning the handling policies of mail and pouches.
  • Develops and implements plans that affect the coordination and routing of mail Department-wide to compensate for daily changes in address, locations, fluctuations, or unforeseen processing and delivery problems.
  • Communicates with vendors to resolve operational interface problems associated with deliveries, such as appointment schedules, equipment size, and shipment preparation.
  • Manages the maintenance scheduling of all assigned government vehicles, forklifts, and lifts.
  • Directs the daily warehouse operations of the DOS/Unclassified Pouch and Mail facility to include receiving, sorting dispatching, tracing and documenting all unclassified mail and pouch material for distribution.
  • Provides and arranges for specific administrative, safety, and technical training to provide a safe work environment & accomplish individual & team tasks.

Qualifications

Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.

Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:
  • Experience developing guidance, procedures, and recommendations for operating a full scope of secure logistics distribution center operations.
  • Experience tracking performance of warehouse operations to ensure commodities move in accordance with established timelines.
  • Experience monitoring the condition and organization of supply levels and storage areas.
  • Experience developing and implementing warehouse and distribution procedures for improvements.
  • Experience overseeing Materials Management and Supply Chain functions including planning, procurement, storage, security and distribution of materials and products.
There is no substitute of education for specialized experience for the GS-12 position.

  • Knowledge of common policies, procedures, and practices of logistical operations
