Uber Taiwan, a star market for Uber, offers payment services to Uber and fulfils two main roles in the payment process;
- Safeguards the funds drivers, delivery partners and restaurants earn on Uber platforms in Taiwan; and
- Disburses the funds to drivers, delivery partners and restaurants earning on Uber platforms in Taiwan.
Uber Taiwan will be looking to obtain its Electronic Payments Institution (EPI) license via a new entity, Uber Payments Taiwan (UPT). You will join Uber Payments Taiwan as Project Management Officer reporting to the Head of Compliance, supporting the set-up and implementation of Uber Payments Taiwan to comply with local and underlying regulations for EPIs.
About the Role
Reporting to the Global Regulated Entities & Compliance Director within the Payment, Risk, and Identity organization and the General Manager of UPT, this is a high-impact executive role to build and grow Uber's licensed payments business in Taiwan from scratch.
What the Candidate Will Do
- Think Global, Act Local. Build and operationalize localized strategy and operational model for Taiwan whilst effectively employing the "One Uber" value in partnership with Global teams.
- Manage the Executive Board, broader team, and compliant day-to-day affairs of UPT by setting the right culture and vision in alignment with Payments, Risk, and Identity's tone from the top.
- Partner effectively with Uber's Mobility and Delivery businesses in Taiwan through new products and payment offerings to increase strategic value for Uber Taiwan.
- Accountability for UPT's overall budget, growth, and profitability targets.
- Build strong partnerships with internal senior leaders (i.e. Mobility/Delivery General Managers, Product, Legal, Policy, Global Payments, Financial Business Group, Risk and Identity, Business Development), external stakeholders (i.e. PSPs, banks, schemes), and Regulators (i.e. MoDA, TCA, FSC).
- Support in scoping and operationalization of local cost-saving initiatives, maintenance of good relationships with our Acquirer, PSPs, banking, and external partners locally, and launches of financial services offerings.
Qualifications
- 10+ years of relevant work experience in financial services, e-commerce, and/or payments required in a commercial and/or compliance role.
- 3+ years as an Executive Board member and relevant experiences required.
- Seasoned in managing external relationships, proactive communications, and lobbying experience with regulatory bodies (i.e. MoDA, MoEA, FSC).
- Solid understanding of building and/or managing EPIs or Third Party Payment Service Providers ("TPPSPs") in Taiwan.
- Sound understanding of governance, risk, and compliance frameworks in Taiwan and beyond with experience in managing risk and compliance exposures for organizations.
- Required to be based in Taiwan with the flexibility to travel when required to other Uber Hubs (i.e. Amsterdam, San Francisco).
- Impeccable written and verbal communication skills in English and Mandarin with the ability to translate, articulate, and present highly technical and complex procedural recommendations, regulations, laws, and policies to a variety of audiences internally and externally.
- Solid critical thinking, organizational skills, and ethics with a demonstrated ability to manage teams in a fast-paced environment while working with diverse cross-functional stakeholders.
- Strong change management skills, adept at working in an environment of shifting priorities, constant technological changes, and increasingly stringent regulatory requirements.
- Learning team-oriented and collaborative, with exceptional consensus building and team management skills to continuously foster and grow the team.
- Must possess exceptional interpersonal and influencing skills, with the ability to partner effectively at multiple levels from ELT+1 and beyond across geographies.
Desirable Experience
- Experience in building and/or managing EPIs in Taiwan is a strong plus.
