As a part of TikTok Privacy & Security group, the DLM-Online Infra team is responsible for responsible data practices across TikTok and meet privacy commitments made to regulators and end-users in online system. The team provides solutions for privacy management in data lifecycle, including data collection and sharing, purpose limitation, data understanding etc.
We are dealing with an ecosystem that includes tens of thousands of online services and databases in global data centers, managing billions of users' data worldwide. To meet our commitment, we are building a world-class privacy aware infrastructure that spans all data lifecycle stages across various online environments, including API gateways, micro-services, storages, and message queues. Furthermore, we are developing data understanding services to support data governance projects in an event-driven manner.
We are seeking an experienced Tech Lead Manager to lead our data sharing engineering team. As a Tech Lead Manager, you will be responsible for managing a team of talented backend engineers and ensuring smooth collaboration with frontend/mobile partners and XFN such as PM, Legal, data scientist and infrastructure. Your prime focus will be the system design and functionality development of privacy aware infrastructure to regulate the procedures of internal and external sharing of TikTok user data.
Key Responsibilities:
• Lead a team of backend engineers and collaborate with frontend/mobile teams to build innovative privacy aware infrastructure.
• Be responsible for the system design and functionality development of the privacy engineering frameworks and platforms.
• Establish a strong team by continuously mentoring/growing team members.
• Investigate the cutting-edge industry progress of privacy engineering and get feedback from business lines, continuously improve efficiency & stability of the solutions.
• Work closely with operations & business teams to address technical challenges when applying solutions throughout our product suite.
• Build and maintain strong relationships with stakeholders, including product managers, data scientists, and infrastructure teams.
Qualifications
• Bachelor's degree or above, majoring in Computer Science or related fields.
• 2+ years of experience in managing or tech leading a software engineering team.
• Strong technical skills in backend development, including experience with distributed systems, databases, and APIs.
• Strong problem-solving skills and a proactive approach to identifying and addressing technical challenges.
• Excellent communication and collaboration skills, with the ability to work effectively with cross-functional teams.
• Experience working in an agile development environment.
Preferred Qualification
• Strong mentorship skills.
• Rich experience in Internet product architecture design.
• Experience in designing and delivering large-scale distributed systems with high performance and stability.
• Experience in implementing privacy by design and default principles in backend systems.
• Experience of privacy awareness process design for SDLC, especially data collection, processing and sharing.
• Experience of data processing control solutions like purpose limitation, access control etc.
• Experience of data protection solutions like data classification, data de-identification etc.
• Experience with data governance framework to register, manage, and control data lifecycle to meet privacy compliance requirements.

Job Information
[For Pay Transparency] Compensation Description (annually)
The base salary range for this position in the selected city is $224000 - $410000 annually.
Compensation may vary outside of this range depending on a number of factors, including a candidate's qualifications, skills, competencies and experience, and location. Base pay is one part of the Total Package that is provided to compensate and recognize employees for their work, and this role may be eligible for additional discretionary bonuses/incentives, and restricted stock units.
Benefits may vary depending on the nature of employment and the country work location. Employees have day one access to medical, dental, and vision insurance, a 401(k) savings plan with company match, paid parental leave, short-term and long-term disability coverage, life insurance, wellbeing benefits, among others. Employees also receive 10 paid holidays per year, 10 paid sick days per year and 17 days of Paid Personal Time (prorated upon hire with increasing accruals by tenure).
