Team Intro
The USDS Procurement department encompasses all steps in acquiring goods, services, and works from external suppliers. We work with suppliers to identify the best products and services at the lowest possible cost. The Procurement department also establishes the company's purchasing policies and procedures. These policies define spending limits and provide a list of authorized vendors.
In order to enhance collaboration and cross-functional partnerships, among other things, at this time, our organization follows a hybrid work schedule that requires employees to work in the office 3 days a week, or as directed by their manager/department. We regularly review our hybrid work model, and the specific requirements may change at any time.
We are seeking an energized Professional Services Procurement Specialist to join the TikTok U.S. Data Security team! The Professional Services Procurement Specialist will play a crucial role in optimizing our professional services spend, driving cost efficiency, and ensuring the highest quality of services are delivered to our business.
Key Responsibilities:
Strategic Sourcing:
- Identify, evaluate, and select qualified and compliant professional service providers, including staff augmentation, consulting firms, system integrators, research providers, legal services and managed services providers.
- Develop and implement data-driven sourcing strategies to align with business objectives and internal policies.
- Conduct thorough vendor capability assessments and facilitate compliance assessments.
Contract Negotiation and Management:
- Negotiate, draft, and review complex contracts, including Master Service Agreements (MSA), Statement of Work (SOW), and other agreement types.
- Partner with internal Legal team members to drive favorable terms and conditions, including pricing/commercial structure, SLAs, and risk mitigation clauses.
- Oversee full contract management lifecycle.
- Ensure compliance with TTUSDS company policies and legal requirements.
Supplier Relationship Management:
- Build and maintain strong relationships with strategic vendors.
- Monitor vendor performance, manage issues, and implement corrective or risk mitigation actions as needed.
Spend Analysis and Optimization:
- Conduct in-depth spend analysis to identify opportunities for cost reduction and buying behavior improvement.
- Track and report category metrics, including category spend, savings, supplier performance, and compliance. Generate insights to inform decision-making.
Risk Management:
- Identify and mitigate potential risks with vendor performance and changes in federal and regional requirements.
- Develop and implement risk mitigation strategies.
Stakeholder Management:
- Collaborate closely with internal stakeholders to understand their requirements and align strategies with business objectives.
Qualifications
Minimum Qualifications
- Bachelor's degree and 4+ years of experience in professional services, contingent workforce or managed services procurement/category management, preferably in the tech or consulting industry, or equivalent combined experience.
- Strong understanding of professional and contractor services contracts, including SOWs, MSAs, and related agreements.
- Proven negotiation skills and ability to influence stakeholders at all levels.
- Comfortable working in a start-up environment.
- Excellent analytical and problem-solving skills, strong attention to detail and organizational capabilities along with being solution-oriented, & self-driven.
- Knowledge of industry-specific standards and regulations.
- Experience with sourcing, payment and category management tools and systems.
Preferred Qualifications
- Certification in procurement or supply chain management.
- Experience working with global business partners.

Job Information
[For Pay Transparency] Compensation Description (annually)
The base salary range for this position in the selected city is $73500 - $137500 annually.
Compensation may vary outside of this range depending on a number of factors, including a candidate's qualifications, skills, competencies and experience, and location. Base pay is one part of the Total Package that is provided to compensate and recognize employees for their work, and this role may be eligible for additional discretionary bonuses/incentives, and restricted stock units.
Benefits may vary depending on the nature of employment and the country work location. Employees have day one access to medical, dental, and vision insurance, a 401(k) savings plan with company match, paid parental leave, short-term and long-term disability coverage, life insurance, wellbeing benefits, among others. Employees also receive 10 paid holidays per year, 10 paid sick days per year and 17 days of Paid Personal Time (prorated upon hire with increasing accruals by tenure).
