By bridging Trust & Safety efforts with external feedback, we help shape platform policies, enhance safety measures, and ensure that TikTok remains a safe space for creativity and expression.
About the Role
We are looking for a talented partnerships professional to join our TikTok Outreach and Partnerships Management (OPM) team. This person will work to advance and establish strategic relationships with external stakeholders on policy and product topics, particularly monetization and e-commerce safety. Key stakeholders include academics, NGOs, and thought leaders.

As an Outreach & Partnerships Manager, you are the primary contact between Global Trust & Safety and external stakeholders to gather feedback and test ideas that will enhance our global policies and products. In this role, you will work closely with the TikTok T&S Global Policy and Product teams, as well as cross-functional partners in Public Policy, Communications, Legal, and Ops to ensure that TikTok cultivates policies that promote creativity and joy while keeping our community safe.
This role requires understanding of digital communities, monetization integrity, or online commercial activity, as well as experience with external engagement to inform and enhance safety. You will be proficient in constituent outreach, building partnerships, and creating forums to inform policies and products. You will need to move fast, demonstrate innovation and entrepreneurship, and an ability to drive impact, as you bring together diverse groups to achieve a goal.
To be successful in this role, you will have experience working with product, delivering useful insights that shape product development. You will also have experience communicating strategically both to internal teams and the communities they serve. And you will be comfortable engaging with external partners, having demonstrated an ability to manage multiple partners, identify new opportunities to engage with external audiences, and driving projects that inform product, content, or trust and safety policies and practices. You are an effective collaborator and bridge builder, driving conversation on trust both internally and externally.
What will I be doing?
- Work with our Monetization, Regulated Goods, and Commercial Activities Policy Owner and the greater Product Policy team to support the development of our internal policies and features by engaging expert external voices and recent empirical research.
- Partner with our LIVE and E-Commerce product owners and represent the voice of our expert community on safety risks and opportunities to build trust with our user community.
- Help internal teams stay informed of Trust & Safety developments by communicating clearly and regularly across the organization.
- Organize teach-ins and roundtables to help the T&S team to listen to and learn from a range of safety experts.
- Build clear routes to consultation and engagement with civil society entities addressing monetization integrity, regulated gods, and online commercial activity both inside and outside the company.
- Drive safety campaigns on digital literacy to increase awareness and resiliency skills among TikTok's user communities.
- Engage with internal teams on strategies related to monetization integrity, regulated goods, and commercial activity in an effort to enhance safety for our users and to increase trust in the platform.
- Communicate clearly and concisely with a multi-lingual, multicultural T&S team located around the world.
- Serve as a representative on TikTok's Trust & Safety policies, procedures, product features, and internal workflows.
- Build and develop relationships with all Outreach & Partnership colleagues and key cross-functional partners for increased efficiency and effective responsiveness into existing work streams, and help to define new operational strategies for the implementation of external feedback.
Qualifications
Minimum Qualifications
- 5+ years of experience in constituent outreach, community organizing, on-the-ground advocacy, tech policy, stakeholder education and training, or local partnerships experience.
- 2+ years of experience working on topics related to monetization fraud, scams, harmful content or other related domains.
- A true passion of for civil society and community engagement, and technology platforms.
- Excellent written and verbal communication skills, with experience presenting to large external groups.
- Ability to drive cross-functional projects, run consensus-based stakeholder management, and build positive relationships with both internal and external partners.
- An understanding of technology and the impact on youth and marginalized voices, with the ability to break down complex issues into tactical approaches.
- Skill and experience creating healthy, reciprocal relationships that generate benefits for external partners and the TikTok community.
Preferred Qualifications
- Advanced degree in a related field (e.g. Business Administration, Policy, Economics).
- Close connections with nonprofits, academics, and experts.
- Experience in a media organization.
- Experience working at high-growth technology startups.
- Experience in internal learning and development.
