Technical Lead
The Technical Lead is principal driver on all deliverables for both the Chief Data Office & the Business leadership team. The individual is a results driven expert and will be responsible for delivering the target state vision for systems, processes, information and technologies that product or consume data across TIAA. This is enabled through deep and broad expertise of both technology and financial services business.
In addition to delivering, the role is responsible for assisting and enabling the technology development teams in iteratively developing the capabilities to achieve the desired target state. The strategies are expected to be fluid and evolve over time and the incumbent will be responsible for ensuring all artifacts remain relevant.

- Serves as an integral member of the team that helps develop a consolidated business and technology roadmap to help ensure that resources, interdependencies and business priorities are effectively aligned
- Translate complex topics, concepts and business opportunities into possible system architectural and design solution options that will help Mecklenburg County take advantage of market opportunities or overcome business challenges; create a standard set of EA work products including business capability models, logical architecture models, and physical architecture models that enable the organization to achieve the value identified with high quality.
- Manages multiple projects and priorities simultaneously

- Determine overall modeling standards, guidelines, best practices and approved modeling techniques and approaches.
- Participate in due diligence of new software purchases by reviewing all proposed data models contained in packaged or commercially available applications.
- Serve on data integration, business intelligence and content management
- Work with business users to identify and document the key facts and dimensions necessary to support the business requirements.
- Develop and maintain conceptual, logical and physical models, as well as metadata repository.
- Identify the appropriate data sources with the assistance of the business analysts and conduct thorough data quality assessments on source data. Prepare prototype models to support development efforts.
- Develop entity and attribute descriptions and definitions for the models. Ensure that conflicts in descriptions and definitions are resolved.
- Describing data entities and relationships, master data, metadata, data quality, data cleansing, and data governance
- Understanding complex data relationships among multiple sources of structured and unstructured data
- Broad and deep understanding of all facets of Enterprise Data Architecture: Application, Security & Technical Architectures.
- Apply a structured enterprise data architecture approach and methodology for capturing the business unit’s key views in the context of the enterprise. Create visual, high-level models that can be used to extend and mature the enterprise data architecture.
- Analyze and model business functions/capabilities and processes. Validate the models with stakeholders and publish the knowledge/metadata.
- Enumerate, analyze, catalog and suggest improvements to the strategic, core and support processes of the business unit to support strategic and operational goals.
- Adopt/adapt industry best practices for TIAA utilization. Stays current with technology trends.
- Ability to balance Enterprise Data Architecture objectives with immediate business solution needs. Apply architectural principles, method and tools to business challenges.

QUALIFICATIONS:
Required Skills
- 5 or more years of experience in Architecting, Modeling, Developing, integrating and delivering data based applications on both relational and non-relational systems
- 3 or more years of software development using several of the following tools (Ex. Java, C#, Erwin, Eclipse, SQL Server, Oracle, HTML, JavaScript, Perl, Python, Typescript)
- Experience leading Agile development teams
- Experience leading cloud-based application development and deployment
- Experience leading container-based application development and deployment
Preferred Skills
- 5+ years of experience in Data Analysis
- 3+ years of experience in Data Warehouse
- 3 or more years of experience in financial services.
- Multiple data architecture implementation using a very diverse data toolset.
- Track record of supporting a diverse set of businesses with varying requirements.
- Strong leadership skills with the strategic sense and ability to set the technology agenda and create the drive to deliver large strategic programs.
- Systems Thinking - the ability to see how parts interact with the whole
- Strong inter-personal and leadership skills – energy and drive, delivery focus, strategic-thinking, collaboration, facilitation, negotiation and motivational skills.
- Ability to build and maintain strategic partnerships with the business units, internal peers, and external suppliers.
- Understanding of risk and control of data, including information security, business continuity and resumption.
- Emotional intelligence - self awareness, confidence, ability to manage conflict, empathy
- Communication skills - both written and spoken
- Ability to explain complex technical issues in a way non-technical people understand
- Knowledge of IT governance and operations
Potential Salary: $142,100.00 USD
Actual base salary may vary based upon, but not limited to, relevant experience, time in role, base salary of internal peers, prior performance, business sector, and geographic location. In addition to base salary, the competitive compensation package may include, depending on the role, participation in an incentive program linked to performance (for example, annual discretionary incentive programs, non-annual sales incentive plans, or other non-annual incentive plans).
