About The Role:

Under the guidance of the Aviation Commercial Management Director (ACMD) and in coordination with the Deputy Aviation Commercial Officer (DAVO), the Airport Managers of Properties and Commercial Development, the Manager Transportation Revenues Strategies, Manager of Concessions and Customer Experience Strategies and the Manager of Commercial Development and Revenue Strategies (collectively, Commercial Leadership), the selected candidate will be responsible for serving as a centralized resource for the Aviation Properties and Commercial Development Unit (the Commercial Unit) to support initiatives that foster best-in class standards for strategies and policies that govern the day-to-day processes of the Properties, Commercial Development, Concessions and Transportation Revenues groups.

Responsibilities:

Commercial Solicitations and Leasing Initiative Practices and Business Policies

  • Liaisons with the Procurement Department on Aviation Commercial related Procurements and Leasing Initiatives to ensure compliance with procurement expectations and suggestions.
  • Serves as the strategic advisor and project manager for key solicitations and leasing initiatives within the Aviation Commercial Unit.
  • Assists Commercial Leadership in developing measures to monitor Commercial Unit's performance with respect to procurements, solicitations and leasing initiatives.
  • Engages with industry peers and industry associations to learn and implement new strategies.
  • Identifies and documents best-in class standards relevant to Commercial Unit solicitations and leasing initiatives.
  • Maintains the Commercial Unit's current compilation of Aviation Business Policies, Rules and Regulations, other departmental requirements and governance initiatives (Standards) and coordinates with Commercial Leadership to ensure that commercial staff remain familiar with and enforce current and evolving Standards.
  • Proposes for consideration by Commercial Leadership and Aviation Department Senior Leadership revisions to Standards to provide clarifications as desirable, and/or to address evolving trends in the aviation industry and airport best managements practices.
  • Drafts standard form templates for term sheets and other permitting/leasing documentation, and proposed agreement/permit enhancements for Commercial leadership use in discussion with PA-Law.

Strategic Stakeholder Engagement

  • Develops a framework of regular engagement with Business Stakeholders to promote dialogue regarding industry conditions and understanding of PA initiatives and requirements to enhance working relationships.
  • Leads Business Stakeholder Forums.
  • Establishes effective working relationships for collaboration across the functional units within the Aviation Department and across the Authority.
  • Develops guidelines for Commercial Unit staff communications with Business Stakeholders and collaboration with Authority Stakeholders.
  • Maintains awareness of aviation and airport industry trends and identifies opportunities and potential commercial impacts for the PANYNJ Airports based on those trends.

Project Management Guidance

  • Develops and maintains as a living document:
  1. Leasing Processes & Procedures for standard and non-standard transactions that ensure timely delivery of consistent, well-rationalized business transactions which meet Authority objectives and Stakeholder needs
  2. Task lists/ Checklists with target timeframes for pursuing new, renewal lease and permit opportunities and supplements
  3. Templates for tracking project objectives, action plans, and progress and other documents for monitoring compliance with Standards
  • Assists in the development of a results-driven, accountable culture of continuous improvement within the unit, working across the team to proactively anticipate issues, understand other party's perspectives, seek out best business practices and best airport management practices, develop creative solutions, and employ a polite but persistent push transactions to closure across the Department, the Authority, and with Business Stakeholders.

Staff Development

  • Works with Commercial Leadership to develop a portfolio of training available for members of Commercial Unit staff
  • Works with Commercial Leadership to identify "guru" and mentoring opportunities for staff within the Commercial Unit.

QUALIFICATIONS:

Requirements:

Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor's Degree from an accredited college or university strongly preferred; Four years of progressively responsible experience in procurements and contracts administration in lieu of Bachelors' Degree may be considered.
  • A minimum of 5 years of experience in commercial transactions.
  • Knowledge of the aviation industry

Ideal candidates will present the following profile:

  • Strong verbal and written communication skills.
  • Excellent decision making, problem solving, conflict negotiation, and communication skills.
  • Demonstrated experience in developing and fostering internal and external relationships
  • Experience in creating and giving effective presentations to executive staff
  • Experience in developing service level agreements and managing large contracts with key performance indicators (KPIs) or performance standards.
  • Performance and/or understanding of financial analysis as related to commercial transactions.
