About the Role

Reporting to the Program Manager, Agency Major Maintenance Program, this position is responsible for the management and oversight of infrastructure projects to support the Port. Examples of projects include paving and roadways improvements, fender rehabilitation, dredging, building and mechanical improvements, among others. Projects typically range from smaller work orders within the Agency Major Maintenance Program to small-medium Capital Projects.

Responsibilities:

  • Planning and directing the implementation of various elements of the Capital Plan and Agency Major Maintenance Program
  • Coordinating with Engineering Department staff, terminal operators, and tenants on the implementation of related projects
  • Coordinating with other Port Department project managers and the Engineering Department on developing, monitoring, updating, and approving changes to forecasted project costs, schedules and scope requirements
  • Developing and coordinating Engineering and Port Department meetings with appropriate follow through on project issues
  • Evaluating the scope, feasibility, costs, risks, and implementation issues for proposed projects
  • Serving as a liaison with external agencies and business partners on project planning and implementation issues
  • Negotiating terms of third-party agreements
  • Managing the project authorization process, third party agreements, contract awards and other actions to advance projects.

Minimum Qualifications:

  • Bachelor's Degree in Project Management, Engineering, Architecture, Construction Management or related field from an accredited college or university.
  • Minimum three (3) years of experience in managing projects, programs and initiatives related to Waterways Development or other large development projects.
  • Must have a valid driver's license.
  • The selected candidate will be required to pass a Federal Security Background check and obtain a Transportation Workers Identification Credential (TWIC) to work in a maritime environment as required by Department of Homeland Security.

  • Proven ability to manage a portfolio of work through the utilization of programmatic and strategic approaches
  • Demonstrated strong leadership and management skills and abilities
  • Demonstrated excellent interpersonal, written, and oral communication skills
  • Demonstrated ability to take independent action, and be innovative and decisive
  • Demonstrated ability to manage many projects simultaneously and effectively utilize available resources to achieve complex goals
  • Demonstrated experience in project budget management
  • Demonstrated experience with Board/Executive presentations and tenant interaction
  • Demonstrated knowledge of maritime industry and marine terminal operations
  • Working knowledge of Construction Standards and Industry Codes
  • Thorough knowledge of contract bidding and award procedures
  • Advanced skill and technical expertise in waterways project planning and development, as well as design and construction of such projects (dredging, wharf construction, etc. )
  • Professional Engineer or Architect's License in New York or New Jersey Project Management Professional (PMP) Certification
