About the Role

Reporting to the Secretary and Deputy Secretary, the Principal Business Manager will be responsible and accountable for the management of all administrative aspects of the Office of the Secretary as well as the supervision and management of the Administrative Unit.

Responsibilities

Responsibilities include, but are not limited to:

  • Lead/Supervise a centralized team of administrative/clerical staff in the performance of any/all administrative duties
  • Management/Oversight of any/all Human Resource and Administrative functions
  • Assist with coordination and planning of special events for OSEC, the EDO, and as needed for Port Authority Commissioners
  • Oversight of any/all Office Space requests for OSEC and the EDO
  • Serve as Business Continuity Coordinator, providing oversight/training of Everbridge and LDRPS to OSEC and ED office staff, as needed
  • Management and oversight of any/all timekeeping and payroll functions
  • Management/Oversight of NJ/NY State oversight and payment notification letters
  • Management, preparation, and coordination of any/all special projects as assigned by the Secretary and/or Deputy Secretary
  • Serve as central POC for any/all HR policies, procedures, and requests
  • Management/Oversight of the agency's 25-year service anniversary letter and condolence letter programs
  • Manage/Prepare monthly budget spending reports for OSEC and the EDO
  • Manage/Prepare annual budget for OSEC and the EDO
  • Management/Oversight for any/all pre-planning and day of administrative logistics in support of Board and Committee meetings
  • Technology Coordinator for all IT and telecommunications support issues
  • Provide support, as necessary, for the Executive Correspondence Management and Tracking System.

Minimum Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  • At least five (5) years increasingly responsible experience managing administrative, human resources or other business programs/processes. A bachelor's degree from an accredited college or university may substitute three years of related experience as noted above.
  • Strong working knowledge and experience using PeopleSoft, SAP, Microsoft Word, Excel and BudgetPro
  • Demonstrated experience organizing a demanding workload with the ability to work in a high-pressure environment with competing priorities.
  • Strong management skills with the ability to establish plans, set priorities, coordinate activities, delegate tasks, manage time and multi-tasks.

  • Ideal candidates will present the following profile:
    • Knowledge and ability to manage and apply organizational policies and procedures, including those related to administration, human resources, budgeting, and payment authorization process.
    • Demonstrated ability to work independently, organize work, prioritizing multiple concurrent assignments with strict deadlines and working under pressure.
    • Excellent interpersonal skills with the ability to deal effectively with all levels of staff.
    • Must possess excellent written and verbal communication skills, including the ability to listen effectively as well as exhibit a professional demeanor and confidence.
    • Demonstrated ability to exercise good judgment and discretion in handling confidential information.
    • Demonstrated knowledge of budget allocation.
    • Demonstrated ability to communicate effectively, both verbally and in writing, including the ability to produce various staff reports.
    • Demonstrated ability to work effectively with unit heads, employees, and staff at all levels within the Agency and outside organizations.
    • Demonstrate strong analytical, problem-solving skills.
    • Completion of the Aspiring Business Managers Program or the Business Manager Skills Master Program is preferred.
