Job Description

The Lemuel Shattuck Hospital, operated by the Massachusetts Department of Public Health (DPH), is seeking an experienced and dynamic Supervisor for the Staffing and Clinical Scheduling Office, in the Nursing Department, at the campus in Jamaica Plain. The Supervisor provides overall supervision to the Staffing and Clinical Scheduling office and works in collaboration with the Senior Clinical Management team (Chief Nursing Officer, Director of Nursing and Assistant Director of Nursing). The incumbent in this role will track clinical positions and work with Human Resources to execute the agency's responsibilities with the posting and hiring process. The Supervisor will be responsible for supervising time schedulers to ensure that time is accurately entered into the Self-Service Time and Attendance (SSTA) system for supervisory review and approval.

Hours: Monday-Friday 8:00-4:00PM, Weekends Off

Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Works closely with Sr. Clinical Management Team as they develop Strategic plans for the hiring needs based on unit acuity; and works with HR to initiate and complete the hiring process.
  • Oversees and provides technical guidance and supervision to the Staffing Office Team.
  • Develops monitoring tool in collaboration with the Executive Team (CEO, COO, CNO, CMO) to monitor time reporting, benefit time usage and leave status in order to plan for staffing.
  • Maintains, prepares, and provides data and analysis of staffing patterns and facility needs, including graphs and charts, to ensure Sr. Clinical Management Team has information to maintain HPPD required levels.
  • Collaborates with HR to ensure Agency responsibilities during the posting and hiring process are consistent with HR guidance/requirements and ensures adherence to Mass Careers protocol. Orients new hires to the employee protocol(s) and expectations for reporting time and requesting time off.
  • Analyzes overtime dependency; works with CNO to solve critical shortages by identifying positions to hire.
  • Responds to inquiries from employees on payroll-related issues, Agency leave request procedures and scheduling. Resolves issues locally or escalates to EHS Human Resources as needed.
  • May interact with Labor and Management to explain operations, protocols, including staffing and time-off procedures.

Required Qualifications:

  • Knowledge of the methods used in preparation of charts, graphs, tables, and general reports.
  • Follow written and oral instructions.
  • Ability to communicate effectively in oral and written expression.
  • Supervise, including planning and assigning work according to the nature of the job to be accomplished, controlling work through periodic reviews and or evaluations; determining training needs and providing or arranging for such training.
  • Ability to exercise discretion in handling confidential information.

Preferred Qualifications:

  • Intermediate-Expert level computer skills, including Microsoft Office programs.
  • Understanding of staffing and employment concepts within a hospital organization

Lemuel Shattuck Hospital is a fully Joint Commission accredited teaching facility that provides acute, subacute, and ambulatory care to patients referred by public agencies and private sector providers. Shattuck Hospital's services help economically and socially disadvantaged patients to get high quality, cost-effective care from a staff that respects their dignity.

Located in the heart of Boston's Jamaica Plain neighborhood, the Shattuck Hospital includes 248 inpatient beds including 95 Psychiatric beds and 29 Correctional Health beds. In addition, the Shattuck has a full outpatient clinic with many specialties that offers treatment to patients of the Department of Mental Health as well as Department of Correction and House of Correction inmates and community patients.

The Shattuck hospital is on the forefront of substance use disorder treatment including a Suboxone clinic serving 200 patients. In addition to direct medical services LSH hosts and supports an array of services located on the campus, serving patients struggling with addictions and homelessness.

Qualifications

First consideration will be given to those applicants that apply within the first 14 days.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.


III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: No substitutions will be permitted for the required (B) experience.

Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range .
