Job Description

The Bureau of Community Health and Prevention (BCHAP) under the Massachusetts Department of Public Health (DPH) is seeking a dynamic and experienced applicant to provide accounting and financial expertise for state appropriations, federal grants, and other appropriation types for BCHAP program staff. The selected candidate will develop and implement financial systems and reporting tools, monitor federal grant reporting and submissions, and provide technical assistance and training to program staff to ensure compliance with funding laws, regulations, and guidelines. This role also facilitates site visits, participates in proposal reviews, and maintains records to monitor compliance with standards, rules, and regulations for a multitude of funding streams. Moreover, this role includes overseeing and supervising one Grants Management Specialist, ensuring proper oversight and compliance of all grants-related activities.

The Analyst will contribute to the development and implementation of a strategic vision to build racial equity into all components of A&F processes with a focus on health and social disparities to ensure the Bureau's work, policies and programs are inclusive and equitable for all.

Duties and Responsibilities (these are a general summary and not all inclusive):

  • Coordinate operational and fiscal issues for federal cooperative agreements, grants, and state appropriations.
  • Provide guidance to program staff and act as an intermediary between BCHAP program staff and other Bureau fiscal staff.
  • Provides oversight of state, trust, federal, and ISA accounts.
  • Prepare annual projections, budgets, and justifications.
  • Ensure accurate and timely completion of grant application materials and annual reports using MMARS, FACS, and the information warehouse.
  • Provide monthly fiscal analysis reports and reconciliations and communicate issues to the Division Director, Program Managers, grant team leaders, and project advisors.
  • Provide budgetary technical assistance and training to contracted vendors to ensure the accomplishment of goals and objectives.
  • Develop corrective action plans with contract recipients as needed.
  • Facilitate site visits, participate in proposal reviews, maintain records, prepare reports, and attend recipient planning meetings.
  • Coordinate activities with other fiscal managers within BHCAP to develop bureau-wide standard operating procedures.
  • Monitor compliance with standards, rules, and regulations for multiple funding streams, including cooperative agreements, grants trust accounts, and state appropriations.
  • Serve as the Division liaison with the Budget Office and ensure grant obligation and spending ceilings are accurate.
  • This role will be a fiscal compliance and approver for the Bureau's new contracts tool.
  • Oversee the work of the Grants Management Specialist.

Required Qualifications:

  • Ability to understand, explain and apply the laws, rules, regulations, policies, procedures, specifications, standards and guidelines governing assigned activities.
  • Capacity to analyze and determine the applicability of data and draw conclusions and make appropriate recommendations.
  • Skilled in gathering information through questioning individuals and by examining records and documents.
  • Talent for determining the proper format and procedure for assembling items of information.
  • Ability to write concisely, to express thoughts clearly and to develop ideas in logical sequence.
  • Demonstrated experience in coordinating the efforts of others in accomplishing assigned work objectives.

Preferred Qualifications:

  • Working knowledge of the Massachusetts Management Accounting and Reporting System (MMARS).
  • Excellent interpersonal, written and verbal communication skills.
  • Strong team participation skills.
  • Skilled in coordinating numerous projects simultaneously to successful completion.
  • Proficient in Microsoft Office suite including Microsoft Word, Access, Excel, PowerPoint and Teams.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in work simplification, management analysis, program analysis, methods analysis, economic analysis, fiscal analysis, financial analysis, budget analysis, program administration, or program management or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management, public administration, industrial engineering or industrial management may be substituted for a maximum of two years of the required experience.

II. A Graduate degree with a major in business administration, budget management, public administration, industrial engineering or industrial management may be substituted for a maximum of three years of the required experience.


III. A Bachelor's degree or higher degree with a major other than in business administration, business management, public administration, industrial engineering or industrial management may be substituted for a maximum of one year of the required experience.

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will be permitted for a maximum of three years of the required experience.
