DCF is seeking a mission-driven, highly organized problem solver to fill the role of Regional Child Care Program Coordinator. Located in the Boston Regional Office or a Boston Area Office and reporting to the Early Childhood Unit Director, the selected candidate will support and facilitate both emergency and general child care services to all families involved with DCF through a partnership with the Department of Early Education and Care (EEC) and child care providers. Our ideal candidate will be a highly organized early childhood professional with great computer skills and who can be a problem-solver and team player and possess strong interpersonal and communication skills.
General Statement of Duties
(DCF), through a partnership with the Department of Early Education and Care (EEC), offers child care to all families involved with the Department. Children access care through specific contracted child care providers and also through the wider EEC voucher system. Additionally, DCF provides temporary child care through one of our emergency childcare programs for children who have been removed from their home and are waiting for a more permanent foster care placement, the Temporary Child Care Program (TCCP) and the Foster Parents as Informal Child Care (FPICC). In these emergency programs, children are accepted with as little as one hour's notice and may be dropped off or picked up throughout the day. Children may be in the program for short periods of time, typically one or two days, but may be there for up to 10 days based on the needs.
The Regional Child Care Coordinator's key work involves:
• Supporting and guiding Area offices Child Care coordinators in all aspects of their work related to child care for children involved with DC
• Providing contract oversight, including visiting childcare programs, to ensure they are adhering to contract terms
• Working with the Statewide Child Care Manager and Area Offices to facilitate enrollment of children into the emergency childcare programs
Detailed Statement of Responsibilities (these duties are a general summary and not all inclusive):
• Work with Area Office staff to increase number of children utilizing supportive child care program
• Hold meetings and information sessions at Area Offices to discuss childcare and troubleshoot any challenges
• Gain expertise on the EEC Supportive Child Care System
• Evaluate program to determine effectiveness and fidelity to contracted model and make recommendations regarding needed changes or improves to assist EEC and DCF in improving overall system design.
• Emergency child care programs:
o Work with providers to troubleshoot concerns; ensure payments submitted
o Ensure children transition smoothly from the temporary emergency programs to the general Supportive Child Care System
o Work with Area Offices to track utilization and send proper documentation to Central Offices for program development and billing purposes
o Spearhead selection of new providers for local area office
• Other duties as assigned.
Preferred Qualifications:
• Knowledge of the mission and mandates of the Department of Children and Families, including previous work with the Department.
• Understanding of the early education and care system in Massachusetts.
• Early childhood experience and familiarity with Early Intervention, home visiting, parent engagement
• Ability to collect and analyze data, to draw conclusions and make appropriate recommendations.
• Ability to liaison with and provide guidance and support to other members of the team who are not direct reports.
• Expertise in the use of Excel, Word, Outlook, Team and PowerPoint applications.
• Experience with Massachusetts government procurement, contracting, contract management and billing processes a plus.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.
II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.
III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.
Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
