Job Description
The Office of Grants and Research (OGR) is the state administering agency for federal funds received from the Federal Emergency Management Agency, National Highway Traffic Safety Administration and Department of Justice. OGR also administers millions in state criminal justice funding received from the Massachusetts legislature. This Program Coordinator II position is being offered to support the grant administrative projects assigned to the homeland security team within the OGR. Such individual will ensure that funds are disseminated as approved by the federal government, provide programmatic and technical support as needed to subrecipients and other relevant grant administrative tasks so that all deliverables are accomplished.

Detailed Statement of duties and responsibilities:
- Ensure agency grants and policy directives are processed and conveyed in a timely manner, and ensure all proposals are consistent with federal guidelines.
- Offer technical assistance to subrecipients/grantees/agencies on plan development and information sharing to ensure that funding goals are met.
- Represent agency at conferences, meetings, and other planning forums
- Disseminate rules and regulations to ensure compliance
- Review and make recommendations on subrecipient grant proposals and budgetary revision requests
- Review and analyze data to determine program effectiveness
- Review reports, memoranda, etc for completeness, accuracy and content
- Confer with management staff and other agency personnel in order to determine program requirements and availability of resources and to develop criteria and standards for program evaluation
- Monitor subrecipient spending to determine progress and make recommendations as needed
- Provide technical assistance and advice to subrecipients and others concerning assigned programs to exchange information, resolve programs, and to ensure compliance with established policies, procedures and standards.
- Respond to inquiries
- Prepare reports for the supervisor based on analysis of administrative service information and make recommendations concerning existing administrative procedures or activities
- Assist in all aspects of the grant administrative process
- Conducts desk reviews and onsite visits to monitor subrecipient funded activities and ensure all programmatic and fiscal rules and regulations are being adhered to
- Performs other duties as assigned
Qualifications required at hire:
- Prior work experience in progressively responsible positions, ideally in grants management and/or homeland security
- Ability to manage multiple tasks
- Excellent research and evaluation skills; critical thinker
- Excellent interpersonal and communications skills and attention to detail
- Ability to work professionally, with strong written and public speaking skills
- Ability to coordinate the efforts of others in accomplishing assigned work objectives
- Knowledge of the methods used in accomplishing assigned work
- Knowledge of the methods of general report writing
- The ability to understand, explain and apply the laws, rules, regulations, policies, procedures, etc., governing assigned unit activities
- Ability to assemble items of information following established procedures
- Ability to maintain accurate records
- Knowledge of MS Office, including Outlook, Excel, Word and PowerPoint
- Ability to gather information by examining records and documents, interviewing individuals, and conducting internet research
Qualifications acquired on the job:
- Knowledge of the laws, rules, regulation, policies, procedures, specifications and standards and guidelines governing assigned unit activities
- Knowledge of the organizational structure and functions of the assigned agency
- Knowledge of types and uses of agency forms
- Knowledge of the laws, rules, and regulations governing the state personnel system
- Knowledge of the laws, rules, procedures and policies governing Federal Grant Administration
- Knowledge of state budgetary procedures relating to positions, salaries and personnel services
- Knowledge of state procedures governing the purchasing and requisitioning of supplies and equipment
- Knowledge of state accounting and budgetary procedures including terminology.
- Knowledge of the principles, practices and techniques of supervision
License and/or certification requirements:
This position requires possession of a motor vehicle operator's license that is current and valid in Massachusetts

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.
II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.
III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.
Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
