The Department of Conservation and Recreation's mission is to protect, promote and enhance our
commonwealth of natural, cultural and recreational resources for the well being of all. The DCR is steward to one of the largest and most diverse state parks systems in the nation which includes more than 450,000 acres
of parks, forests, water supply protection lands, beaches, lakes, ponds, playgrounds, swimming pools, skating rinks, trails, golf courses and parkways. DCR strives to be an exemplary leader in conservation and

Division of Operations:

As the largest team within the DCR structure, the Division of Operations is the cornerstone of the agency. Home to Park Operations, Universal Access programming, Park and State House Rangers, Fleet, and Interpretive
programming, the Division of Operations is a main driver the agency's core principles of outdoor recreation for all and creating future stewards. Through visitor engagement, educational programming, and lots of behind-the-scenes work, Operations keeps the network of state parks open, accessible, and welcoming for all.

Job Opening:

The Department of Conservation and Recreation is seeking candidates for the position of Program Coordinator I at the Melnea A Cass Recreation Complex.

Duties

• Assists the Executive Director and facility supervisory staff in coordinating and monitoring special use programs and event activities to ensure permittees are taken care of as well as they are abiding by established rules and standards at the Melnea A. Cass Recreation Complex.

• Reviews and analyzes the programs in order to determine adequate program delivery and effectiveness. And provides feedback and recommendations for change to the Executive Director as needed.

• Provide assistance and support to all facility staff and others concerning assigned programs and events in order to exchange information, resolve challenges and to ensure compliance with established policies, procedures and standards within the complex.

• Responds to inquiries from internal Department staff and others to provide information concerning assigned agency programs and events.

• Engages with the public and is a liaison with various local groups and others to exchange information and/or grow the use of the facility by highlighting and outlining programs and other opportunities available at the complex.

• Support planning and coordination of events and programming and its activities working with Department of Special Events, and other agency program and event coordinators.

• Coordinates public communication via the Department's communications team.

• Works with the Executive Director to schedule and organize meetings/events.

• Keeps updated records with programs and events to create reports of successful outcomes.

• Supports the growth and program development at the recreation complex.

• Works with the Executive Director to manage marketing and outreach to the community and partnership stakeholders in coordination with the Department's communication team.

• Attends meetings and conferences; maintains records; and prepares reports.

• Performs related duties as assigned.

PREFERRED QUALIFICATIONS

• Knowledge of the community in and around Melnea A Cass Recreation Complex

• Ability to speak another language

• Knowledge of the principles and practices of human resource management including behavioral techniques, planning, forecasting, organizational development, etc.

• Knowledge of work simplification methods.

• Knowledge of the methods used in the preparation of charts, graphs and tables.

• Knowledge of the methods of general report writing.

• Ability to understand, explain and apply the laws, rules, regulations, policies, procedures, etc. governing assigned unit activities.

• Ability to analyze and determine the applicability of data, to draw conclusions and make appropriate recommendations.

• Ability to gather information by examining records and documents and by questioning individuals.

• Ability to assemble items of information in accordance with established procedures.

• Ability to determine proper format and procedure for assembling items of information.

• Ability to maintain accurate records.

• Ability to prepare and use charts, graphs and tables.

• Ability to prepare general reports.

• Ability to write concisely to express thoughts clearly and to develop ideas in logical sequence.

• Ability to follow written and oral instructions.

• Ability to give written and oral instructions in a precise, understandable manner.

• Ability to communicate effectively in oral expression.

• Ability to supervise, including planning and assigning work according to the nature of the job to be accomplished, the capabilities of subordinates and available resources; controlling work through periodic reviews and/or evaluations; determining subordinates' training needs and providing or arrange for such training; motivating subordinates to work effectively; determining the need for disciplinary action and either recommending or initiating disciplinary action.

• Ability to operate a motor vehicle.

• Based on assignment, the following additional qualifications may be acquired on the job:

• Knowledge of the laws, rules and regulations governing the state personnel system.

• Knowledge of state budgetary procedures relating to positions, salaries and personnel services.

• Knowledge of the laws, rules, policies and procedures governing Federal Grant Administrations

• Knowledge of state procedures governing the purchasing and requisitioning of supplies and equipment.

• Knowledge of state accounting and budgetary procedures including terminology.

LICENSE AND/OR CERTIFICATION REQUIRMENTS

Based on assignment, possession of a current and valid Massachusetts Class 3 Motor Vehicle Operator's license may be required.

Qualifications

First consideration will be given to those applicants that apply within the first 14 days.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) two years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's or higher degree with a major in business administration, business management or public administration may be substituted for the required experience.

II. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.


*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
