Job Opening:

The Department of Conservation and Recreation Universal Access Program (UAP) seeks applicants for the position of Program Coordinator I - Adaptive Recreation Site Facilitator, 40 Cold Storage Dr, Amherst, MA.

The Department of Conservation and Recreation's Universal Access Program provides outdoor recreation opportunities in Massachusetts state parks for visitors of all abilities. The Adaptive Recreation Site Facilitator will work closely with the Universal Access Program Site Accessibility Specialist to provide people with disabilities universal access to facilities and recreational activities at DCR properties. The Adaptive Recreation Site Facilitator will coordinate and monitor accessible program activity sites and adaptive recreation equipment within DCR properties, including beaches, campgrounds, and trails. The Adaptive Recreation Site Facilitator will provide oversight services and project supervision relative to accessibility for construction and maintenance projects. The Adaptive Recreation Site Facilitator will review, collect, and analyze recreation accessibility data; provide technical assistance and advice to agency personnel and others regarding accessible recreation; respond to inquiries about site accessibility; and maintain liaison with various operational, design, and engineering offices and personnel within DCR.

DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES

Facilitate coordination of accessibility information regarding DCR facilities.

Study existing conditions at DCR facilities.

Review existing standards and relevant codes, including U. S. Access Board Accessibility Guidelines, Massachusetts 521 CMR, and the Americans with Disabilities Act.

Develop conceptual access solutions to DCR recreation facilities.

Identify areas where adaptive equipment can meet the Department's accessibility goals.

Determine feasibility for equipment program realization through ease of use by targeted populations and level of maintenance required.

Develop and oversee maintenance procedures, schedules, and implementation.

Work with UAP and procurement staff to purchase equipment.

Provide equipment placement at facilities and training to staff on proper equipment use and maintenance.

Coordinates with the DEI, ADA Coordinator on a regular basis

Monitors accessible program activity sites and adaptive recreation equipment to ensure compliance with established goals and standards related to creating accessible recreation opportunities for people with disabilities at DCR properties.

Collects, reviews and analyzes data concerning agency recreation sites, programs, and adaptive recreation equipment to determine accessibility of existing conditions, to determine effectiveness of upkeep and maintenance schedules, to make recommendations for changes in procedures, standards, or guidelines, and to develop methods of accomplishing program objectives.

Provides technical assistance, training, and advice to agency personnel and others concerning accessible programs, sites, and adaptive recreation equipment.

Provides oversight services and project supervision relative to accessibility for construction and maintenance projects.

Coordinates with agency personnel and others to exchange information, implement solutions, and to ensure compliance with established policies, procedures, and standards for accessible recreation.

Responds to inquiries from agency staff and others to provide information concerning activity and site accessibility and adaptive recreation equipment

PREFERRED QUALIFICATIONS:

Knowledge of the principles and practices of universal, inclusive design and accessibility.

Knowledge of and technical experience in methods, practices, and equipment used to create access to recreation for people with disabilities.

Knowledge of and technical experience in procedures and equipment used to create and maintain accessibility of outdoor recreation sites

Ability to understand, explain, and apply the laws, rules, regulations, policies, procedures, and guidelines related to accessible recreation.

Ability to read construction plans and documents.

Ability to gather data about site and program accessibility by examining records and documents, making site visits and observations, and communicating with DCR staff and visitors.

Ability to analyze data about site and program accessibility to draw conclusions and make appropriate recommendations.

Ability to maintain accurate and up-to-date electronic records in accordance with established procedures.

Ability to prepare and use spreadsheets, charts, graphs, and tables using Excel and other Microsoft Office products.

Ability to prepare general written and oral reports.

Ability to follow written and oral instructions.

Ability to communicate effectively in written and oral expression.

Ability to establish and maintain harmonious working relationships with others.

Ability to adjust to varying or changing situations to meet emergency or changing program requirements.

Ability to exercise sound judgement.

Ability to lift 50 pounds and load and unload equipment and supplies.

Ability to operate a motor vehicle with a trailer.

Ability to travel to DCR properties across the Commonwealth on a weekly basis.

Qualifications

First consideration will be given to those applicants that apply within the first 14 days.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) two years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's or higher degree with a major in business administration, business management or public administration may be substituted for the required experience.

II. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.


*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
