Job Description
The Hazardous Materials Emergency Response Division, within the Department of Fire Services, oversees the training programs of the six district hazmat teams as well as the Joint Hazardous Incident Response Team (JHIRT), the Maritime Incident Response Team (MIRT) and the Technical Support Unit (TSU). Each team participates in monthly training during drills and is offered additional monthly training at the Stow facility. The Hazardous Materials Emergency Response Division is seeking part-time applicants to coordinate and provide training to these teams a well as track the progress and effectiveness of the various training programs. The Education and Training Coordinator must be available to work at least an average of 20 hours per week. This is a part-time contract position with no benefits

The Education and Training Coordinator performs the following duties:
- Assures that the annual training calendar corresponds with Core Competencies as determined by the Training Committee and Division leadership.
- Performs a variety of field and office duties to implement and maintain a comprehensive hazardous materials control, mitigation and response program.
- Provides guidance and expertise for training offered monthly at the Stow facility to include the Joint Biological Threat Response System program, radiation response training and various classes as determined by the Training Committee and Division leadership.
- Coordinates with outside agencies for various training opportunities.
- Assists with the coordination of all training programs pre-event, during actual training and for follow-up requests for feedback.
- Assists with the development and conducts or assists with the delivery of in-house, off-site and on-line training programs.
- Review curriculum/education materials annually and update as needed to ensure accuracy.
- Creates and distributes on-line surveys to team members for the purpose of gathering feedback or information.
- Develops or assists in the development of training aids.
- Posts training aids and pertinent information to the Health and Homeland Alert Network (HHAN) and any other job aid depositories as directed by Division leadership.
- Coordinates with appropriate staff or agencies for props or materials to be used in training scenarios.
Qualifications
Minimum Qualifications:
- High School diploma or General Education Degree (GED)
- Five years' experience as a DFS employee, a firefighter, a MA Hazardous Materials Technician, or in a fire prevention or fire service leadership position.
Preferred Qualifications:
-Equivalent to graduation from a four-year college or university with major coursework in environmental sciences, industrial hygiene, public health, toxicology, education or related field or equivalent work experience.
-Knowledge of and experience in the principles and practices of chemical, biological, radiological and nuclear hazardous materials, hazardous wastes and industrial wastes.
-Knowledge in Federal, state and local laws, regulations and ordinances applicable to hazardous materials management.
-Knowledge of environmental sampling and testing techniques.
-Experience developing and delivering training in various environments to include classroom, outdoor drills and on-line settings.
-Experience with the use of D4H.
-Experience with and use of the Health and Homeland Alert Network (HHAN).
-Experience writing reports and white papers preferred.
-Experience with various computer and data programs to include PowerPoint, Survey Monkey, Microsoft Word, Excel, Outlook, and others.
-Ability to accomplish all tasks with little to no supervision.
-Possess the ability to organize own work, set priorities, multi-task effectively and meet critical deadlines.
-Ability to make prudent and timely decisions based on good judgment and in the best interest of the Department of Fire Services.
-Ability to lead others or small groups without conflict.
-Ability to accomplish assigned work with little to no supervision.
-Proven interpersonal skills and writing skills.
-Proven computer skills and familiarity with MS Office, email and inventory or similar database systems.
Specialty Requirements, Based on Assignment:
-Possession of a valid Driver's License.
