Personnel Officer I - Employment Unit
The Massachusetts State Police is the principal statewide law enforcement agency in the Commonwealth. We are seeking an enthusiastic and qualified individual to fill the position of Personnel Officer I. The selected individual will report to the Employment Services manager within Human Resources and is responsible for the full hiring cycle of civilian personnel which encompasses all stages of the recruitment activities related to talent acquisition.
The duties and responsibilities of the job include, but are not limited to:
• Conduct recruitment and selection activities for civilian employees to include posting job vacancy announcements using MassCareers (Taleo), screen employment applications and resumes, interview candidates for hire, coordinate pre-employment screenings, prepare hiring proposals and related paperwork, and participate in entry-level and promotional exam administration activities for the agency.

• Ensure pre-selection activity documents and forms are sent to selected candidate in a timely manner.
• Provide timely updates to candidates on the status of the selection process.
• Review and understand union contracts, benefits and trainings to ensure the appropriate information is provided to candidates regarding hiring and promotional opportunities, available employee benefits and professional development opportunities.
• Work with hiring managers to ensure vacant position duties, responsibilities and requirements follow the job specifications for the position.
• Collaborate with HR units regarding classification, orientation, training and development and records management.
• Train and assist hiring managers and other staff on Executive Order 647, Skills-based Hiring process to prioritize candidates' skills, competencies, abilities, and experiences, emphasizing the need to minimize unnecessary reliance on degree and credential requirements in job classifications.
• Assist hiring managers and make recommendations on draft vacancy postings.
• Enter employment eligibility verification into the E-Verify system, an internet-based system, that allows employers to electronically confirm the employment eligibility of new hires.
• Secure Personably Identifiable Information (PII) and adhere to policies and procedures as related to Commonwealth, State Police, Human Resource, Employment laws and Personally Identifiable Information (PII) laws, rules, regulations.
• Complete and verify the selected candidate information and forward to appropriate unit for processing, to include New Hire Data Sheet and HR Action Forms.
• Assist with monitoring shared mailboxes, respond to inquiries, and research information as needed.
• Maintain, inspect, review, research and gather personnel files, reports, records, manuals, documents and other relevant information in response to requests.
• Assist with verification of employment, prior service data, accelerated vacation, commuting differentials, student internship program, updating information within the Human Resource and Compensation Management System (HRCMS) and other team activities.
• Assist with posting documents to the Department's file repository (PowerDMS) and ensure information meets accreditation requirements.
• Ensure all selection process paperwork is filed electronically.
• Other duties as directed.
Preferred Qualifications:
• Proficient with interview techniques, the principles and practices of personnel recruitment.
• Ability to understand, apply and explain the provisions of laws, rules, and regulations, policies and procedures governing the Commonwealth, Department and Human Resources.
• Strong written, oral communication and organizational skills.
• Ability to maintain accurate records, to review and compare data for accuracy, completeness and consistency.
• Ability to analyze and determine the applicability of personnel data, draw conclusions and make appropriate recommendations.
• Ability to work independently and collaboratively.
• Ability to exercise discretion in handling confidential information.
• Proficiency in Microsoft Excel, Word, Teams, Outlook and SharePoint.
• Experience with Commonwealth Systems, MassCareers, Human Resources and Compensation System (HR/CMS) or similar Applicant Tracking Systems and Human Resources Information Systems.
Qualifications

Minimum entrance requirements:
Applicants must have at least (A) two years of full time, or equivalent part-time, professional experience in personnel work, or (B) any equivalent combination of the required experience and the substitutions below.
Substitutions: A Bachelor's degree or higher may be substituted for the required experience.
Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
