Job Description

The Executive Office of Health and Human Services (EOHHS) is pleased to offer an exciting career opportunity to a motivated and talented human resources professional who is interested in joining Human Resources in our Payroll department.

We are seeking a Payroll Analyst with exceptional organizational and problem-solving skills with an eye for attention to detail.

Duties and responsibilities (these are a general summary and not all-inclusive):
- Processes and verifies employee payroll transactions; receives and responds to inquiries from employees.
- Updates electronic employee personnel and payroll records using HR/CMS; guides employees on the use of the Commonwealth's self-service time and attendance program (SSTA).

- Processes on time: salary request verification forms from various outside entities; processes salary adjustments as needed.
- Assists with other payroll/personnel functions as needed including performing secondary approvals; monitoring the SSTA system and processing a variety of payroll/personnel transactions in HR/CMS as required.
- Works collaboratively with other Human Resources staff and representatives from the Employee Service Center (ESC) as required to address/solve employee issues.

Required Qualifications:
- Ability to exercise effective judgment and discretion in handling confidential materials, and sensitivity to changing needs and situations.
- Ability to communicate effectively in both written and oral expression to convey information, and explain complex information thoroughly.

Preferred Qualifications:
- Proficient experience working in the Human Resource Compensation Management System (HR/CMS) including payroll administration.
- Strong consultative and presentation skills to ensure high-quality customer service.
- Ability to work effectively in a dynamic, time-sensitive, high-volume environment.
- Ability to use technology to improve workflow processes and automate daily tasks.
- Advanced skills in Microsoft Word and Excel.
- Knowledge of state government and interrelationships between agencies.
- Experience working in a union environment.
- Organizational skills include the ability to monitor multiple tasks and assignments simultaneously.

Work Schedule: Monday through Friday, 8:45 a.m. - 5:00 p.m.

Qualifications

First consideration will be given to those applicants that apply within the first 14 days.

Minimum entrance requirements:

Applicants must have at least (A) two years of full time, or equivalent part-time, professional experience in personnel work, or (B) any equivalent combination of the required experience and the substitutions below.

SUBSTITUTIONS:

- A Bachelor's or higher degree may be substituted for two years of the required experience on the basis of two years of education for one year of experience.

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range .
