PURPOSE OF THE JOB:

Join a small high-functioning team comprised of the Defined Contribution Plans staff. Assist the Executive
Director, Director of Operational Compliance and Strategic Communications, and rest of the team in the daily
administration, oversight and compliance of the Commonwealth's 457(b) SMART Plan, and the 401(k) CORE
Plan for nonprofit employers, administered by the State Treasurer's Office.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

457(b) Plan:
MONITOR:

  • Assess monthly performance reports prepared by recordkeeper and custodian
  • Review of recordkeeper tracking of participant contributions to ensure compliance with IRS annual
    contribution limits
  • Assist Plan staff in maintaining policies, procedures and internal controls

PROJECT MANAGEMENT:

  • Collect and review payment of investment management fees
  • Coordinate, review and reconcile administrative expense account activity
  • Assist with the preparation of the financial statement audit, including annual OBRA eligibility
    assessment
  • Assist in presentations, outreach and marketing initiatives
  • Review Plan communications pieces for accuracy

CUSTOMER SERVICE:

  • Respond to Participant inquiries
  • Research and resolve discrepancies relating to participants' accounts and Plan accounts
  • Process and provide initial review on Unforeseeable Emergency Appeals
    401(k) Plan:

MONITOR:

  • Review timely submission of employee and employer contributions
  • Verify participant election changes are implemented by employers
  • Confirm distribution of all required participant notices and disclosures through 3(16) administrator and
    recordkeeper
  • Assist in the development of operational internal controls and the maintaining of policies and
    procedures

PROJECT MANAGEMENT:

  • Intake new organization information to confirm Plan eligibility, ensure enrollment paperwork is in
    good order, and properly catalogued for Plan records
  • Provide ongoing review and feedback of recordkeeper's onboarding procedures for new employers
  • Work closely with the Auditor, Operations Analysts, 3(16) administrator and recordkeeper to resolve
    operational conflicts identified under annual compliance audits.
  • Coordinate, review and reconcile administrative account deposit and expense activity
  • Assist in presentations, outreach and marketing initiatives
  • Review Plan communications pieces for accuracy

CUSTOMER SERVICE:

  • Engage with client organizations to request data.

OTHER DUTIES AND RESPONSIBILITIES:

  • Assist with Committee meeting preparations
  • Maintain Plan records, meeting minutes and correspondence
  • Develop and distribute open meeting notices
  • Support Plan operations and projects as needed


Qualifications

QUALIFICATIONS:

  • Preferred Bachelor's Degree or equivalent experience
  • One to three years experience in project management and/or operations management
  • Excellent presentation, communication, organizational and customer service skills
  • Demonstrated ability to contribute in a team environment
  • Ability to develop working knowledge of plan rules, applicable governing laws and regulations
  • Proficiency with Microsoft Excel and Word
  • Proficiency with Adobe Acrobat

PREFERRED QUALIFICATIONS:

  • Interest in assuming a role with the potential for increased responsibilities over time
  • Prior project management experience
  • Experience in 401(k) and defined contribution plan administration, employee retirement benefits

PHYSICAL REQUIREMENTS:

  • Ability to work Treasury standard hours 8:45am-5:00pm
  • Sitting for extended periods of time
  • Ability to lift up to 15 lbs
