The Dr. Solomon Carter Fuller Mental Health Center is seeking a dedicated and detail-oriented Management Analyst II to join our team. In this role, you will be responsible for managing patient financial accounts and ensuring accurate disbursement and reconciliation of funds. You will play a critical role in maintaining financial records, managing bank transactions, and coordinating with billing services to resolve inquiries. Additionally, you will oversee the Canteen Fund and support contract management, all while contributing to the preparation of important financial reports. As part of our dynamic team, you will work in a 60-bed inpatient psychiatric facility focused on providing comprehensive care for individuals in recovery. Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Receives and disburses money, checks and answering inquiries about client funds.
  • Check client ledger for accuracy, check ledger balances, write checks and/or count cash for disbursement.
  • Take cash to inpatient unit for disbursement, acquire proper signatures and file ledger cards.
  • Completes Daily and weekly reconciliation of patient account ledgers and cash.
  • Manage bank transactions including replenishing cash, obtaining signatures, stamp, copy post to client account documentation, and making deposit slips for incoming checks.
  • Check drop-off box for overnight deposits.
  • Disburse funds and valuables upon discharge.
  • Enter all daily transitions onto quicken books computer program.
  • Complete bank account reconciliation monthly.
  • Liaison with UMass billing services for patient billing and insurance inquiries.
  • Manages revenue including receiving payments and preparing spreadsheets.
  • Supports contract management by receipt of invoices, review of documentation and accuracy, maintain spreadsheets to track balances.
  • Provides data for annual GAAP Report by calculating and preparing all income and expense reports on bank accounts for fiscal year and submits information to Metro Boston Area Fiscal services.
  • Manages the Canteen Fund according to established protocols including recording deposits and withdrawals, collecting, and filing receipts, reconciling bank account preparing monthly income and expense account, Chairing Canteen Committee.
  • QuickBooks Data Entry - Enter daily transactions and monthly reconciliation. Ensure that day to day data has been entered into computer.
  • Secure Patient Valuables - Take in valuables for safekeeping, depositing any funds consumer may want deposited, and returning and documenting valuables upon discharge.
  • Communicate with clinicians and consumers regarding balances and preparing statement of accounts upon request.
  • Other duties as assigned by supervisor.

Required Qualifications:

  • Knowledge of the principles, practices and techniques utilized in the care, development, and treatment of mentally ill individuals.
  • Ability to follow written and oral instructions.
  • Ability to gather information through observing and questioning individuals.
  • Capacity to interact with people who are under physical and/or emotional stress.
  • Ability to work in a team setting and in group situations.
  • Capacity to lift and carry heavy objects or persons.
  • Demonstrated knowledge of safety practices and procedures followed in a mental health facility, including evacuation of patients/clients.

Preferred Qualifications:

  • Knowledge of QuickBooks program
  • Knowledge of excel program
  • Switchboard
  • Stamp machine

Please Note: This position is 40 hours per week, Saturday and Sunday off.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full-time, or equivalent part-time, professional experience in work simplification, management analysis, program analysis, methods analysis, economic analysis, fiscal analysis, financial analysis, budget analysis or in program administration or program management or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management, public administration, industrial engineering or industrial management may be substituted for a maximum of two years of the required experience.

II. A Graduate degree with a major in business administration, business management, public administration, industrial engineering or industrial management may be substituted for the required experience.


III. A Bachelor's degree or higher degree with a major other than in business administration, business management, public administration, industrial engineering or industrial management may be substituted for a maximum of one year of the required experience.

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
