Description
The Land and Water Conservation Fund Grant Program (LWCF) is administered by the Division of Conservation Services for Massachusetts on behalf of the National Park Service (NPS), an agency of the Department of the Interior. LWCF provides grants to municipalities, the Commonwealth's Departments of Conservation and Recreation and Fish Game, and federally recognized Indian tribes for the acquisition and development of public outdoor conservation and recreation areas. The program is intended to create and maintain a nationwide legacy of high-quality outdoor recreation areas and to stimulate non-federal investments in the protection and maintenance of recreation resources across the United States.
Since 1965, LWCF grants have been used to fund over 575 parks and conservation areas across the Commonwealth of Massachusetts. The LWCF Grant Manager will work to continue this legacy of outdoor recreation by administering the grant program.
This position is a contractor role, limited to 1,800 contract hours for one year, and is not eligible for benefits, with the exception of earned sick leave. The hourly rate includes an additional $2.68 per hour as compensation in lieu of benefits.
The Grant Manager will:
- Coordinate the annual LWCF grant round, which is done with the assistance of a review committee, including the Alternate State Liaison Officer. The grant round process includes working with eligible entities on developing quality proposals (particularly those from underserved neighborhoods), hosting grant workshops throughout the state, performing grant site visits, reviewing and rating grant applications, and coordinating Massachusetts' review and approval of grant applications;
- Manage NPS review and approval of Massachusetts' grant applications through the submission of federal grant application packages, including the submittal of applications through grantsolutions.gov;
- Contract with grantees on new projects, coordinate reimbursements between the grantees and the federal government, and fiscally close out projects upon completion;
- Ensure Massachusetts' compliance with the grant requirements as described in the LWCF Manual;
- Implement the Statewide Comprehensive Outdoor Recreation Plan and the Open Project Selection Process, and, every five years, update both documents, which are used to survey outdoor recreation needs of the Commonwealth's residents and describe how LWCF funds will be distributed;
- Working cooperatively with LWCF state and federal staff on a variety of projects as needed;
- Performs related duties such as attending conferences, seminars, and meetings as assigned;
- Serves on committees and working groups as assigned; and
- Other related duties as assigned by the Alternate State Liaison Officer.
Preferred Qualifications:
- Knowledge of the Land and Water Conservation Fund Grant Program.
- Ability to maintain accurate records.
- Ability to write concisely to express thoughts clearly, and to develop ideas in logical sequence.
- Knowledge of the principles and practices of land conservation, climate change, and environmental justice.
- Knowledge of the methods of general report writing.
- Ability to work independently and exercise sound judgment.
- Ability to deal tactfully with others and establish rapport with persons from different ethnic, cultural and/or economic backgrounds.
- Knowledge of the social, economic, and technological factors, trends and problems involved in the conservation of land and natural resources.
- Ability to communicate effectively in oral expression.
- Ability to follow written and oral instructions.
- Ability to establish and maintain harmonious working relationships with others.
- Knowledge of the terminology and standard abbreviations used in federal grant programs.
- Knowledge of the terminology and standard abbreviations used in land conservation.
- Knowledge of the terminology, symbols, codes, and standard abbreviations used on maps.
