The Executive Office of Technology Services and Security (EOTSS) is the lead enterprise technology organization for the Commonwealth of Massachusetts. Charged with driving the ongoing alignment of business and technology across the Commonwealth's Executive Branch, EOTSS oversees and manages the enterprise technology, digital infrastructure and services, as well as the Commonwealth Security Operations Center and an enterprise Standard Operating Environment that includes an information security and risk management framework for over 125 state agencies and over 43,000 state employees. We directly serve our constituents by providing digital services and tools that enable taxpayers, drivers, businesses, visitors, families and other citizens to do business with the Commonwealth in a way that makes every interaction with government easier, faster, and more secure.

Under the leadership of the Chief Data Officer, the Massachusetts Data Office (MDO) partners with organizations across state government to transform how agencies use data to improve policies, services, and operations and better serve Massachusetts residents. We establish data procedures and policies, streamline data systems, and drive innovation in enterprise-wide data management and analytics. We're responsible for the enterprise data and information strategy and for facilitating data sharing among state agencies and with the public.

The MDO is hiring an experienced IT Project Manager: Data Analytics to join our growing Enterprise Analytics team. Enterprise Analytics is a statewide program to help state agencies access and better use data for decision-making.

As an IT Project Manager: Data Analytics, you will work to ensure the successful delivery of a coordinated set of data solutions to improve data operability across the Commonwealth. You'll coordinate with business and technology stakeholders to deliver user-centered solutions using agile methodologies and modern technologies. You will surface key decisions impacting solution design and development drive their resolution. You will serve as a liaison between technology and business, developing a deep understanding of key datasets and how they are used. You will analyze tradeoffs, issue spots and troubleshoot, and make recommendations to leadership about best paths forward. You will work closely with stakeholders in our partner agencies, as well as our EOTSS technical teams, to ensure that the needs of critical business and technology stakeholders are met through all phases of development and maintenance and set up our state agency partners for long-term success.

This position is a full-time opportunity. The work schedule for this position is Monday through Friday, 9:00AM to 5:00PM EST, in a hybrid remote arrangement with 2-8 days per month-more as needed-spent at the primary work location: One Ashburton Place, Boston, Massachusetts 02108. Applicants should be located within reasonable commuting distance of the primary work location.

Duties and Responsibilities:

  • Work with partner agencies to define goals and surface business and technology needs.
  • Develop business process models to illustrate current and future states, document business requirements, processes, and solutions.
  • Communicate business needs to technical teams and technology vendors and ensure technical products and services meet business needs; propose and design technical and process solutions.
  • Become an expert in key data assets and how business processes and protocols reflect in the data; interpret relationships between the data and the business to technical teams.
  • Work with technical teams to analyze data and identify trends, patterns, and insights to inform business decisions.
  • Identify opportunities for process improvements and contribute to ongoing optimization efforts.
  • Communicate findings, recommendations, and project updates to stakeholders and executives.
  • Perform other duties as assigned.

Preferred Knowledge, Skills & Abilities:

  • Two (2) to five (5) plus years of direct experience assisting with or implementing data programs.
  • A minimum of two (2) years of relevant technical experience contributing to the development of data infrastructure; familiarity with data interpretation, modeling, warehousing, and BI.
  • Proficiency with data analysis tools and techniques.
  • Excellent communication and interpersonal skills, comfortable engaging with project teams and leading discussions to ascertain business needs and objectives; ability to capture and communicate integrated business and technology requirements.
  • Ability to build trusted relationships with stakeholders, senior managers, front-line leaders and employees at all levels.
  • Demonstrated experience working successfully across different workstreams and projects simultaneously.
  • Strong team player with ability to work independently, make decisions, and meet deadlines with minimal oversight.
  • Experience with Snowflake is a plus.
  • Prior experience with SQL and/or Python is a plus.
  • Expertise in ETL best practices and methodologies is preferred but not required.
  • Proficiency in data structure optimization and best practices is preferred but not required.

Minimum Entrance Requirements:

Applicants must have (A) at least three (3) years of full-time or equivalent part-time professional or practical experience in the field of information technology project management, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. An Associate's degree in a related field may substitute for one (1) year of the required experience.

II. A Bachelor's degree or higher in a related field may substitute for two (2) years of the required experience.

III. A Master's degree or higher in a related field may substitute for the required experience.
