Position Summary

The IT Audit Assistant will assist the IT Audit department in the documentation, implementation, coordination, and completion of IT Audits across all MassDOT Departments. This may include assisting departments in providing information to the IT Audit Department, communicating clearly with stakeholders about audit reports and/or necessary actions as a result of completed audits, and conducting research on industry standards and trends to ensure audits are being conducted correctly. An ideal candidate for this role will have a good mix of technical IT and audit skills, as well as the ability to communicate with stakeholders across MassDOT who have varying levels of IT experience.

Duties and Responsibilities

  • Assist the IT Auditor in analyzing and documenting all info systems and related controls, developing an appropriate audit program to test the controls identified.
  • Recommend process changes and improvements for the delivery of technical business solutions.
  • Prepare draft audit reports in good form with recommendations appraisals or analysis that will assist management with the proper discharge of the next steps.
  • Evaluate the adequacy of security and processing controls as they relate to each audit and the effectiveness of the IT general computer controls (ITGC's) in the environment.
  • Assist in the monitoring of the project status of new systems development projects, disaster recovery testing, and MassDOT's Business Continuity plans.
  • Ensure audit plans and programs are updated, addressing major risks, and are tested consistently and completely.
  • Meet with all levels of management and staff in multiple departments and functions to conduct audit work, propose recommendations, answer questions, and provide updates.
  • Work closely with IT management to assess risk, discuss audit planning, and identify areas for focused Audit efforts.
  • Prepare audit work papers in accordance with established department guidelines and industry standards.
  • Provide assistance in guidance to MassDOT's outside auditors to ensure timely and efficient completion of audits.
  • Assist with special projects and assignments as needed.
  • Present audit findings are other relevant information to the senior management and do a master audit and finance committee on the effectiveness in the adequacy of risk management governance and internal control procedures.
  • Develop and maintain effective interpersonal relationships with Mass Dot personnel, management and integrate audit work specifically with the Mass Dot IT security department and commonwealth of mass IT department.

Preferred Qualification

  • A self-starter, able to work independently.
  • Strong experience with reviewing IT General Controls, and knowledge of COBIT requirements.
  • 3-5 years of experience in IT audit.
  • Strong knowledge of networks and network security concepts, cyber security, system development practices, Payment Card Industry (PCI) compliance, and IT infrastructure.
  • Knowledge of project management procedures.
  • Strong decision-making skills.
  • Proven strong organizational skills.
  • Strong communication skills, both verbal and writing.
  • Proven experience in working in a fast-paced environment.
  • Ability to explain technical concepts to those with varying ranges of technical abilities.
  • Able to receive "buy-in" from various levels of leadership on recommended changes to process or procedure based on audit findings.
  • Ability to guide others through audit processes and procedures.
  • Knowledge/interest in process improvement techniques and projects.

Minimum Entrance Requirements

Applicants must have at least (A) three years of full-time, or equivalent part-time, professional experience in work simplification, management analysis, program analysis, methods analysis, economic analysis, fiscal analysis, financial analysis, budget analysis or in program administration or program management or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management, public administration, industrial engineering or industrial management may be substituted for a maximum of two years of the required experience.

II. A Graduate degree with a major in business administration, business management, public administration, industrial engineering or industrial management may be substituted for the required experience.


III. A Bachelor's degree or higher degree with a major other than in business administration, business management, public administration, industrial engineering or industrial management may be substituted for a maximum of one year of the required experience.

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
