Job Description
This interim position is being posted on behalf of the Executive Office of the Governor for the Franklin County Sheriff's Office, pursuant to M.G.L. c. 54, § 142. The Franklin County Sheriff manages a $21 million budget and is responsible for the care and custody of the incarcerated population of Franklin County's 320 bed Jail and House of Correction directing the overall operation, strategy and personnel management of the agency.
GENERAL STATEMENT OF DUTIES:
The Sheriff serves as the Chief Law Enforcement Officer of Franklin County and is responsible for the overall operation, supervision and management of the Franklin County Sheriff's Office. The Sheriff directs all law enforcement activities for the Office of the Sheriff, as authorized by Massachusetts General Laws, within the precincts and bounds of the aforesaid county.

SUPERVISION RECEIVED:
The Sheriff serves as an elected official in accordance with M.G.L. Chapter 37, Section 1., and discharges his/her duties and authority within the framework of all applicable sections of Massachusetts General Laws.
SUPERVISION EXERCISED:
The Sheriff provides operational oversight for all divisions within the agency including Security, Health Services, Inmate Programs, Support Services, Civil Process, Community Justice Support & Re-Entry, Finance, and Human Resources, while ensuring compliance with policies and procedures.
EXAMPLES OF DUTIES AND RESPONSIBILITIES:
- Develops and implements long-term strategic goals for the agency regarding the care and custody of the inmates housed at the Franklin County Jail and House of Correction
- Responsible for the safety, security and protection of the legal and civil rights for all inmates
- Creates and/or revises policies and procedures to ensure compliance with laws, regulations and best practices
- Oversees the agency's budget, allocating funds for personnel, equipment, training and other operational needs
- Works closely with local town/city governments, police departments and other public safety agencies of Franklin County
- Participates in collective bargaining negotiations
- Participates in and responds to annual audits as necessary
- Leads the agency's response to major incidents and emergencies, coordinating with other local agencies
- Serves as the approving authority for all inmate transfers to and from the Jail and House of Correction
- Analyzes staffing levels and requirements to ensure the safe and effective operation of the agency
- Responsible for the hiring, promoting, evaluation and discipline of the agency's staff
- Ensures the agency adheres to all applicable requirements as defined by the Department of Corrections, Department of Public Health, and other applicable agencies
- Confers with members of the Executive, Judiciary and Legislative branches of state government, their staff, and other public and private agencies to resolve problems, answer questions and obtain information concerning the operational requirements of the agency
- Performs other related duties as authorized by law
The salary for this appointment is $191,000, pursuant to M.G.L. c. 37 Section 17, last amended by Chapter 77 of the Acts of 2023.
