We are seeking a highly motivated, organized, and detail-oriented individual to support the Human Resources Unit. The role involves coordinating the recruitment and hiring process, managing employee requirements like evaluations, and processing employment transactions to maintain accurate employee records. A key responsibility will be gathering and analyzing data to report on employee-related metrics, contributing to the monitoring and development of policies.

Key Responsibilities:

  • Conduct data analysis, research, and produce reports to identify trends. Document recommendations for action or propose policy changes based on research conducted.
  • Advise, guide, and consult hiring managers on all aspects of the hiring process through MassCareers, salary administration rules, classification rules, and all policies and procedures.
  • Develop job postings with hiring managers to solicit candidates for vacant positions. Manager hiring process including initial review of applicants.
  • Ensure the effective on-boarding and off-boarding of employees with the goal of providing a positive experience for the individuals and gathering feedback for potential areas of improvements.
  • Responsible for the coordination of new hires and that the recording of new hires, transfers, promotions, and terminations are processed accurately in Human Resources/Compensation Management System (HR/CMS)
  • Calculating, implementing, and reviewing salary adjustments, data changes, and updates; and processing personnel transactions through the HR/CMS
  • Coordinate employee engagement initiatives including the MassPerform Program for OSD employees.
  • Coordinate completion of annual EPRS and MassPerform evaluations. Provide guidance to managers and supervisors on the process of developing goals.
  • Manage the hiring process of student interns including coordinating unit needs, developing contacts with higher educational institutions and monitoring evaluations at conclusion of engagement.
  • Assist with development and conduct employee trainings for OSD and Commonwealth employment policies.
  • Assist in the coordination of OSD Diversity, Equity and Inclusion initiatives
  • Determine eligibility and manage FMLA leaves of absence in accordance with federal guidelines, union contracts, the Red Book, and Department policy.
  • Participates in any ad-hoc or special Human Resources or Finance projects and performs related work as required

Preferred Qualifications:

  • Ability to clearly and professionally communicate both orally and in writing.
  • Ability to work independently as well as a team environment.
  • Ability to explain complex information in a clear and concise manner.
  • Knowledge of benefits available to Commonwealth of Massachusetts employees and the ability to communicate this information to employees.
  • Knowledge of the principles and practices of wage and salary administration.
  • Ability to conduct training or instruction.
  • Ability to learn and master new computer systems and programs and use technology to improve workflow processes and automate daily tasks.
  • Advanced skills in Microsoft Word and Excel.
  • Knowledge of Microsoft Access and/or the Commonwealth's Information Warehouse (CIW) and ability to create and generate reports.
  • Proven ability to maintain confidentiality.
  • Knowledge of benefits-related laws and regulations (FMLA, ADA, FLSA, COBRA, HIPAA, etc.).
  • Ability to analyze and determine the applicability of personnel data, draw conclusions, and make appropriate recommendations.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full-time, or equivalent part-time professional experience in personnel work, the major duties of which include classification, staffing, job analysis and/or job evaluation, (B) of which at least one year must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below:

Substitutions:

I. An Associate's degree may be substituted for a maximum of one year of the required (A) experience.

II. Bachelor's degree or higher may be substituted for a maximum of two years of the required (A) experience
.

III. A Graduate degree with a major in Personnel Management, Personnel Administration or Public Administration may be substituted for the required experience.

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

The classification may require possession of a current and valid motor vehicle driver's license at a class level specific to assignment.
