The Massachusetts Department of Environmental Protection (MassDEP) is the state agency responsible for ensuring clean air, land, and water. Our work impacts every aspect of people's lives and is critical to the health and wellbeing of our residents and visitors. MassDEP is the lead agency for safe management of toxics and hazardous materials, promotion of waste reduction and recycling, preservation of the state's wetlands and coastal resources, air quality monitoring and pollution reduction, and so much more.

MassDEP seeks applicants for the position of Environmental Analyst IV (EA IV) within the Bureau of Water Resources (BWR) Drinking Water Program in the Northeast Regional Office in Woburn (NERO). The BWR Drinking Water program is charged with regional implementation of the Massachusetts Drinking Water Regulations and the Federal Safe Drinking Water Act to ensure the protection of public health.

This position will be responsible for assessing Public Water System (PWS) compliance with the Drinking Water regulations by serving as the regional Water Quality Coordinator and Disinfection Byproducts Rule (DBPR) lead, as well as conducting sanitary survey inspections and documenting findings, determining compliance with regulatory policies and standards, and performing other compliance and enforcement activities. This position will provide technical assistance to the public and the regulated community.

Specific duties for this position include, but are not limited to, the following:

  • Serve as the Water Quality Program Coordinator, which includes supervising water quality data review for compliance with 310 CMR 22.00, specifically, Inorganic Chemicals, Secondary contaminants, Synthetic Organic Chemicals, Volatile Organic Compounds, and Radionuclide Contaminants; and, coordinating all Public Water System (PWS) Water Quality Sample Schedule (WQSS) updates and issuance. The Water Quality Coordinator also administers the regional water quality waiver review and decision process, ensures implementation of EPA and MassDEP Water Quality Rules and Public Notification compliance, notifies supervisor and management of acute or other serious water quality situations, evaluates PWS water quality issues, corrective action plans and compliance schedules, coordinates water quality data management, and collaborates with other Drinking Water Staff as appropriate.
  • Serve as the NERO Disinfection Byproducts Rule (DBPR) Coordinator; which includes providing technical assistance to water suppliers; providing technical review and tracking of monitoring data reports; representing NERO on relevant committees; providing guidance and training to regional staff as directed; and coordinating interpretation of regulations and requirements with Boston DBPR staff and/or workgroup.
  • Coordinate the tracking and compliance of Chemical Addition (C-ADD) reporting in conjunction with the NERO Lead and Copper Rule (LCR) Lead, which includes providing technical assistance to water suppliers; and providing guidance and training to regional staff as directed.
  • Conduct Sanitary Surveys and other field inspections of drinking water facilities to ensure compliance with established regulations and permits.
  • Provide back up support to the rule leads for Revised Total Coliform Rule (RTCR), Groundwater Rule (GWR) and Lead and Copper Rule (LCR) as assigned.
  • Provide technical review and approval of moderately complex drinking water facility reports, plans and specifications.
  • Work with MassDEP staff and regulated parties in drafting, negotiating, and finalizing enforcement agreements/actions, and subsequently tracking compliance.
  • Supervise assigned staff, assign work and review performance.
  • Serve as acting Section Chief and/or attend meetings as designee, as assigned.
  • Provide technical support and regulatory assistance to municipal officials, the regulated community, consultants, other state and federal agencies, watershed associations, and the general public through written, oral, and electronic means.
  • Conduct and attend technical, enforcement, and public meetings.
  • Perform other related job duties as assigned.

Preferred Qualifications:

  • General knowledge and experience with MassDEP Drinking Water regulations, policies and guidance.
  • Demonstrated proficiency in reviewing drinking water quality data and technical reports related to drinking water operations and treatment systems.
  • Experience and proficiency in principles of proper drinking water treatment.
  • Knowledge of the principles of hydrology, including hydrologic cycle, groundwater flow, distribution systems, and drinking water treatment processes.
  • Ability to analyze environmental data and information to draw conclusions and make appropriate recommendations.
  • Ability to manage multiple tasks, maintain accurate and detailed records, and meet strict deadlines.
  • Experience in interacting and coordinating with federal, state and local officials, consultants and the general public on Drinking Water Program matters.
  • Ability to work independently, and coordinate and supervise direct staff effectively.
  • Demonstrated ability to establish and maintain collaborative working relationships with others both internally and externally; and, excellent written and oral communication skills.
  • Proficiency in using Microsoft Office (Word, Excel, Access, Outlook) and online coordination platforms (TEAMS, ZOOM).


Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least three years must have been in a professional capacity, and of which (C) at least one year must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the following substitutions.

Substitutions:

I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.

II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.


III. A Graduate degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.
